BACKGROUND:
The attached Resolution of the Board of Commissioners of the Southeast Overtown/Park West Community
Redevelopment Agency ("CRA") authorizing the Executive Director to negotiate a partnership agreement with
the South Florida Workforce Investment Board ("SFWIB") for the development of a first source job registry and
hiring referral program.
SFWIB, chartered by the State of Florida, is one of 24 regional Workforce Boards in Florida, and represents
Miami -Dade and Monroe counties. SFWIB provides a variety of programs and services to both employers and
job seekers, including, but not limited to: recruiting and screening; career advancement programs for employed
persons; job search assistance for all career levels; and the provision of business incentives to employers.
The CRA has previously negotiated, or is currently negotiating, development agreements for large scale
development projects which include provisions on local hiring preferences. Specifically, those anticipated
development projects slated for funding through proceeds of Series 2012 bonds, as well as projects proposed
for Blocks 45/56 and 55, include such local hiring preferences.
Given SFWIB's wide range of resources and expertise, the CRA wishes to develop a partnership with SFWIB to
facilitate the adequate training and employment of residents of the Redevelopment Area in connection with the
aforementioned development projects. The terms of any negotiated partnership agreement would be presented
to the Board of Commissioners for consideration.
JUSTIFICATION:
Section 2, Goals 4 and 6, at page 11, of the 2009 Southeast Overtown/Park West Community Redevelopment
Plan ("Plan") provides for the "creati[on of] jobs within the community," and the "improving the quality of life for
residents," as a stated redevelopment goals.
FUNDING:
This Resolution does not commit funding.
