A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE SOUTHEAST
OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY
AUTHORIZING ISSUANCE OF A GRANT, IN AN AMOUNT NOT TO EXCEED
$75,000, TO THE CITY OF MIAMI TO UNDERWRITE COSTS ASSOCIATED WITH
THE INSTALLATION AND OPERATION OF THE SHOTSPOTTER FLEX GUNFIRE
ALERT AND ANALYSIS SERVICE AS A PILOT PROGRAM THROUGHOUT THE
REDEVELOPMENT AREA; AUTHORIZING THE EXECUTIVE DIRECTOR TO
DISBURSE FUNDS, AT HIS DISCRETION, ON A REIMBURSEMENT BASIS OR
DIRECTLY TO VENDORS, UPON PRESENTATION OF INVOICES AND
SATISFACTORY DOCUMENTATION; FURTHER AUTHORIZING THE EXECUTIVE
DIRECTOR TO EXECUTE ALL DOCUMENTS NECESSARY FOR SAID PURPOSE;
ALLOCATING FUNDS FROM SEOPW, "OTHER GRANTS AND AIDS," ACCOUNT
CODE NO. 10050.920101.883000.0000.00000.
WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") is
responsible for carrying out community redevelopment activities and projects within its Redevelopment
Area in accordance with the 2009 Southeast Overtown/Park West Redevelopment Plan (the "Plan");
and
WHEREAS, the CRA's 2009 Finding of Necessity determined a significant level of criminal
activity occurring throughout the Redevelopment Area; and
WHEREAS, Goal 6, at page 11, and Principle 5, at page 14 of the Plan, lists [i]mproviing the
quality of life for residents of the Redevelopment Area, and "[w]alking within the neighborhood must be
accessible, safe and pleasant, and stated redevelopment objectives; and
WHEREAS, given the increased levels of gun violence throughout the Redevelopment Area,
the City of Miami Police Department seeks to implement the ShotSpotter Flex Gunfire Alert and
Analysis Service as a pilot program ("pilot program"); and
WHEREAS, the nature of the services to be rendered by the pilot program consist of providing
situational intelligence that heightens the safety of first responders, public safety and military, and
creates significant improvement in incident management, investigations and forensic analysis; and
WHEREAS, the implementation of this pilot program is meant to improve public safety by
ultimately reducing and preventing violent gun crimes that adversely impact the quality of life for
residents in the Redevelopment Area; and
WHEREAS, the Board of Commissioners wishes to authorize the issuance of a grant, in an
amount not to exceed $75,000, to the City of Miami to underwrite costs associated with the installation
and operation of the pilot program throughout the Redevelopment Area;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE

SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. The Board of Commissioners hereby authorizes the issuance of a grant, in an
amount not to exceed $75,000, to the City of Miami to underwrite costs associated with the installation
and operation of the ShotSpotter Flex Gunfire Alert and Analysis Service as a pilot program throughout
the Redevelopment Area.
Section 3. The Executive Director is authorized to disburse funds, at his discretion, on a
reimbursement basis or directly to vendors, upon presentation of invoices and satisfactory
documentation.
Section 4. The Executive Director is authorized to execute all documents necessary for
said purpose.
Section 5. Funds are to be allocated from SEOPW Tax Increment Fund, "Other Grants and
Aids," Account Code No. 10050.920101.883000.0000.00000.
Section 6. This Resolution shall become effective immediately upon its adoption.
