HomeMy WebLinkAboutCRA-R-13-0042City of Miami Legislation CRA Resolution: CRA-R-13-0042 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 13-00736 Final Action Date: 6/24/2013 A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY AUTHORIZING A GRANT INITIATIVE, IN A TOTAL AMOUNT NOT TO EXCEED $500,000, TO PROVIDE TENANT IMPROVEMENT GRANTS FOR PROSPECTIVE TENANTS AT THE OVERTOWN SHOPPING CENTER, 1490 NW 3RD AVENUE, MIAMI, FLORIDA; PROVIDING THAT GRANTS IN EXCESS OF $4,500 SHALL BE PRESENTED TO THE BOARD FOR APPROVAL OR RATIFICATION; AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE ALL DOCUMENTS NECESSARY FOR SAID PURPOSE; ALLOCATING FUNDS FROM SEOPW TAX INCREMENT FUND, "OTHER GRANTS AND AIDS," ACCOUNT CODE NO.10040.920101.883000.0000.00000. WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") is responsible for carrying out community redevelopment activities and projects within its Redevelopment Area in accordance with the 2009 Southeast Overtown/Park West Redevelopment Plan ("Plan"); and WHEREAS, Principle 6, at page 15, of the Plan provides that in order to "address and improve the neighbor economy and expand economic opportunities of present and future residents and businesses[,]... [it is necessary to] support and enhance existing businesses and ... attract new businesses that provide needed services and economic opportunities... ;" and WHEREAS, the Plan, at pages 62-63, identifies the NW 3rd Avenue Neighborhood Center as becoming a thriving mixed -use area, which requires the CRA to "attract new businesses to NW 3rd Avenue in anticipation of [surrounding residential development];" and WHEREAS, the CRA owns the Overtown Shopping Center, at 1490 NW 3rd Avenue, Miami, Florida ("Property"), and said Property is located within the NW 3rd Avenue Neighborhood Center; and WHEREAS, the CRA is currently undertaking the renovation and rehabilitation of the Property in order accommodate commercial tenant occupancy; and WHEREAS, the CRA also entered into an exclusive management and leasing agreement with WLS, L.C., d/b/a "NAI Miami Commercial Services, Worldwide" to provide property management services for Property, including, among other things, presentation of recommendations to the CRA for improvement allowances; and WHEREAS, the Board of Commissioners wishes to authorize a grant initiative, in a total amount not to exceed $500,000, for tenant improvement grants to prospective tenants at the Property in an effort to ensure that funding is allocated for said purposes; and City of Miami Page 1 of 2 File Id: 13-00736 (Version: 1) Printed On: 10/26/2022 File Number: 13-00736 Enactment Number: CRA-R-13-0042 WHEREAS, the Board of Commissioners finds that the adoption of this Resolution would further the aforementioned redevelopment goals and principles; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated herein as if fully set forth in this Section. Section 2. The establishment of the grant initiative, in a total amount not to exceed $500,000, for tenant improvement grants to prospective tenants at the Overtown Shopping Center, 1490 N.W. 3rd Avenue, Miami, Florida, is hereby authorized. Section 3. All grants in excess $4,500 shall be presented to the Board for approval or ratification. Section 4. The Executive Director is authorized to execute all documents necessary for said purpose. Section 5. Funds are to be allocated from SEOPW Tax Increment Fund, "Other Grants and Aids," Account Code No. 10040.920101.883000.0000.00000. Section 6.
