Bockweg Executive Director BACKGROUND: Date: May 29th, 2013 File: Subject: Resolution Authorizing Execution of a Community Benefits Agreement with Townsend Entertainment Corporation and the SEOPW CRA References: Enclosures: Supporting Documentation; Legislation It is recommended that the Board of Commissioners of the Omni Redevelopment District Community Redevelopment Agency approve and adopt the attached Resolution authorizing the execution of a community benefits agreement with Townsend Entertainment Corporation ('Townsend") and the Southeast Overtown/Park West Community Redevelopment Agency ("SEOPW CRA") relating to Townsend's commitment to supporting the CRA's redevelopment efforts. The Board of Commissioners of the OMNI CRA, by Resolution No. CRA-R-12-0070, passed and adopted on September 25th, 2012, authorized a grant, in an amount not to exceed $200,000, to the University of Miami to conduct film -related job training in furtherance of the OMNI CRA's stated redevelopment goals. The Board of the Southeast Overtown/Park West Community Redevelopment Agency ("SEOPW CRA"), by Resolution No. CRA-R-12-0068, passed and adopted on October 24th, 2012, authorized a grant, in an amount not to exceed $200,000, to the University of Miami to conduct film -related job training as well. The University of Miami partnered with Townsend Entertainment Corporation ("Townsend"), a private third party film production company, to facilitate the film -related job training in connection with Townsend's local movie production "Playin' for Love" ("Film"). This offered area residents with an opportunity to engage in hands-on training and exposure to the film industry. Townsend has expressed an interest in contributing towards the redevelopment efforts of both the Omni CRA and SEOPW CRA, and has agreed to collectively remit to the Omni CRA and SEOPW CRA up to $380,000 in gross profits/proceeds generated from the distribution of the Film, in -kind services, or a combination thereof, as a community benefit. JUSTIFICATION: Section 4.4, Goal B, at page 41 , of the 2009 OMNI CRA Redevelopment Plan (the "Plan") lists to " provide employment opportunities and upward mobility for residents" by the creation of jobs within the community as a stated redevelopment goal. FUNDING: This Resolution does not expend or commit funding.
