of a Children's Initiative within the
Redevelopment Area.

BACKGROUND:
It is recommended that the Board of Commissioners of the Southeast Overtown/Park West Community
Redevelopment Agency ("CRA") approve and adopt the attached Resolution recommending to the Miami City
Commission to establish a children's initiative, pursuant to Section 409.147, Florida Statutes, and further
recommending that the Overtown Children and Youth Coalition be appointed to serve as the planning team for
said initiative.
With the enactment of Section 409, 147, Florida Statutes, the Legislature has sought to assist disadvantaged
areas within the state in creating a community -based service network that develops, coordinates, and provides
quality education, accessible health care, youth development programs, opportunities for employment, and safe
and affordable housing for children and families within its boundaries. To provide said assistance, the
Legislature intends to provide investment to encourage community partners to commit financial and other
resources to severely disadvantaged areas.
In order for such disadvantaged areas to receive funding for the purposes outlined above, a county or
municipality may designate an area as a children's initiative by adopting a resolution and making requisite
statutory findings, establishing a children's initiating planning team, developing and adopting a strategic
community plan, and creating a not -for -profit corporation to implement the strategic community plan.
On February 25, 2013, the CRA's Board of Commissioners heard a presentation by the Overtown Children and
Youth Coalition regarding the needs of children and youth within the Redevelopment Area, the establishment of
a children's initiative within the Redevelopment Area, and its interest in being appointed to serve as the planning
team for said initiative. The Overtown Children and Youth Coalition has also expressed a desire to coordinate
and work cooperatively with the Children's Trust of Miami -Dade County ("Trust") to identify funding from the
Trust to address the unique needs of children and youth in the Redevelopment Area.
JUSTIFICATION:
The Plan, at page 98, recognizes that redevelopment of the area includes consideration for the children and
youth residing therein, and the condition of their educational environment. The legislative findings in Section
409.147, Florida Statutes, in support of the establishment of children's initiatives in disadvantaged areas
complement the CRA's redevelopment goals, objectives, and principles, including the development of
employment opportunities and the creation and preservation of affordable housing.
