HomeMy WebLinkAboutCRA-R-13-0024 LegislationCity of Miami Legislation CRA Resolution City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 13-00350 Final Action Date: A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY AUTHORIZING THE ISSUANCE OF A GRANT, IN AN AMOUNT NOT TO EXCEED $50,000, TO THE OVERTOWN RHYTHM AND ARTS FESTIVAL, INC., A NON-PROFIT CORPORATION, TO UNDERWRITE COSTS ASSOCIATED WITH THE 2013 OVERTOWN RHYTHM AND ARTS FESTIVAL TO BE HELD IN JUNE 2013; AUTHORIZING THE EXECUTIVE DIRECTOR TO DISBURSE FUNDS, AT HIS DISCRETION, ON A REIMBURSEMENT BASIS OR DIRECTLY TO VENDORS, UPON PRESENTATION OF INVOICES AND SATISFACTORY DOCUMENTATION; FURTHER AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE ALL DOCUMENTS NECESSARY FOR SAID PURPOSE; ALLOCATING FUNDS FROM SEOPW, "OTHER GRANTS AND AIDS," ACCOUNT CODE NO. 10050.920101.883000.0000.00000. WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") is responsible for carrying out community redevelopment activities and projects within its Redevelopment Area in accordance with the 2009 Southeast Overtown/Park West Redevelopment Plan ("Plan"); and WHEREAS, the Plan, at page 11, lists the preservation of community heritage, and the promotion and marketing of the community as stated redevelopment goals; and WHEREAS, the Plan, at pages 15-16, also provides that local cultural events, institutions and businesses should be promoted, ... and the area's sense of community should be restored and unified culturally; and WHEREAS, the Overtown Rhythm and Arts Festival, Inc. ("ORAF") is a non-profit organization composed of volunteers and local leaders from the Overtown that seeks to celebrate and promote the rich history of the Overtown by highlighting the music and art from the area at an annual event; and WHEREAS, ORAF anticipates holding the event in June 2013 on Northwest 3rd Avenue, between 9th and 11 th Street, in the Historic Overtown District, seeks assistance from the CRA to underwrite a portion of the costs associated with the event; and WHEREAS, the Board of Commissioners, by Resolution No. CRA-R-12-0020, passed and adopted on March 29, 2012, previously supported ORAF's 2012 Overtown Rhythm and Arts Festival; and WHEREAS, the Board of Commissioners finds that such a grant to ORAF would further the aforementioned redevelopment goals and principles; and WHEREAS, the Board of Commissioners wishes to authorize a grant, in an amount not to exceed $50,000, to ORAF to underwrite costs associated with the 2013 Overtown Rhythm and Arts City of Miami Page 1 of 2 File Id: 13-00350 (Version: 1) Printed On: 3/15/2013 File Number: 13-00350 Festival; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated herein as if fully set forth in this Section. Section 2. The issuance of a grant, in an amount not to exceed $50,000, to the Overtown Rhythm and Arts Festival, Inc., a non-profit corporation, to underwrite costs associated with the 2013 Overtown Rhythm and Arts Festival to be held in June 2013, is authorized. Section 3. The Executive Director is authorized to disburse funds, at his discretion, on a reimbursement basis or directly to vendors, upon presentation of invoices and satisfactory documentation. Section 4. The Executive Director is authorized to execute all documents necessary for said purpose. Section 5. Funds are to be allocated from SEOPW Tax Increment Fund, "Other Grants and Aids," Account Code No. 10050.920101.883000.0000.00000. Section 6.
