Woods, III OA) References: Executive Director Enclosures: Supporting Documentation; Resolution BACKGROUND: It is recommended that the Board of Commissioners of the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") approve and adopt the attached Resolution authorizing issuance of a grant, in an amount not to exceed $50,000, to Overtown Rhythm and Arts Festival, Inc. ("ORAF") to underwrite costs associated with the 2013 Overtown Rhythm and Arts Festival to be held in June 2013. The Overtown Rhythm and Arts Festival, Inc. ("ORAF") is a non-profit organization composed of volunteers and local leaders from the Overtown area that seeks to celebrate and promote the rich history of the Overtown by highlighting the music and art from the area at an annual event. ORAF anticipates holding the event in June 2013 on Northwest 3'I Avenue, between 9th and 11th Street, in the Historic Overtown District, seeks assistance from the CRA to underwrite a portion of the costs associated with the event. The Board of Commissioners, by Resolution No. CRA-R-12-0020, passed and adopted on March 29, 2012, previously supported ORAF's 2012 Overtown Rhythm and Arts Festival. JUSTIFICATION: Section 2, at page 11, of the 2009 Southeast Overtown/Park West Redevelopment Plan (the "Plan") lists the preservation of community heritage, and the promotion and marketing of the community as stated redevelopment goals. The Plan, at page 16, also provides that local cultural events, institutions and businesses should be promoted, and the area's sense of community should be restored and unified culturally. This Resolution furthers the aforementioned redevelopment goals and principles.
