WOODS, III Executive Director This Design Criteria Package was prepared for the purposes of guiding Design/Build teams in developing a response to a proposed Southeast Overtown/Park West Community Redevelopment Agency (CRA) Request for Qualifications in accordance with the "Consultants' Competitive Negotiation Act" for Design -Build services. This package was also developed to provide design and construction direction to the selected Design -Build team. Background The CRA has budgeted a maximum of $800,000 for total project costs to include the evaluation, design, and construction of facade and building renovations and site improvements at the Overtown Shopping Center building located at 1490 N.W. 3rd Ave in Miami, FL. The Overtown Shopping Center was originally home to several retail tenants varying in size from 1000 to 2000 square feet, and a larger grocery store tenant of approximately 14,000 square feet at the South half of the building. Currently, the majority of the shopping center is unoccupied with the only tenants being a Region's Bank branch, the City of Miami's Neighborhood Enhancement Team (NET) offices, both at the North end of the building, and the temporary offices of the CRA adjacent to the center breezeway. The goal of the CRA is to redevelop the shopping center into a viable opportunity for retail tenants to once again lease space for their businesses, keeping with the original concept of providing much needed retail establishments for the residents of Overtown. Existing Conditions of the Overtown Shopping Center The existing building is a one-story CBS building with a flat roof system on open web steel joists and metal decking. It is likely that roof of the building needs complete replacement including the repair and replacement of all damaged roof system elements. The roof system has various leaks which have caused interior damage and rusting of the metal roof decking in areas, however the overall structure appears to be in good condition. The building's front covered walkway has a mansard -style metal standing seam roof which is in good condition however is not in keeping with the intended architectural style for the shopping center or historic Overtown. The interior of the facility will need various types of demolition and debris removal. In general, the interior will need complete stripping of the flooring, dropped ceiling and partitions down to the shell and demising walls of the tenant spaces, which are believed to be of CMU construction. Removal is necessary of several low -height partitions once used to create office spaces within the retail bays, however the lay -out of the demising walls may remain unchanged. In addition, some of the dry -wall furring at the demising walls and exterior walls may be maintained if they are in good condition and are deemed re -useable. Extensive removal of debris and equipment inside the building will be required. 2 [MIICHELLE SPENCE-JONES Board Chair CLARENCE E. WOODS, Ill Executive Director The existing mechanical system at each tenant space will require evaluation and possible repair or replacement. The existing electrical system appears to be adequate in service for the intended use, however will require evaluation for possible upgrades if necessary. Exterior Tight fixtures at the parking areas shall be included. The fire protection system will require evaluation for functionality and any upgrades that may be required in addition to a review of the existing layout and building codes as it appears only the southern (former grocery store) portion of the building and the breezeway has coverage. The existing plumbing system appears appropriate for the intended use, however will most likely require cleaning, flushing and testing. The restroom sizes, fixtures, and accessories shall be evaluated for ADA compliance. The front and rear parking lots appear to have adequate storm drainage with no known issues, however the system should be included in the evaluation. Two man holes are visible at the rear receiving area of the existing grocery store space for what appear to be a grease trap. These manholes must be included in the evaluation as well. WOODS, I13 Executive Director The selected design/build firm will be required to perform all portions of the project to meet the CRA's intent for the Overtown Shopping Center which includes renovation of the building's facade, interior demolition and improvements, building systems repair/replacement/upgrades, and site improvements. At a minimum, the project will require the following: 1. Pre -Design: • Evaluation and recommendation of existing building systems • Evaluation and recommendation of existing building structure • Evaluation and recommendation of existing roofing • Evaluation and recommendation of existing paving and drainage • Review of building codes in comparison to existing conditions for determination of any code -related upgrades or modifications which may be required 2. Design and Permitting: • The design/build team will be responsible for preparing all necessary construction documents and acquiring all necessary permits and approvals for the project 3. Demolition: • Removal of security grilles and overhead rolling doors • Removal of exterior windows, doors, and storefronts • Removal of exterior signage and marquee • Removal of existing roofing system if required by evaluation • Removal of existing metal standing seam metal roof at covered walkway (as required by design concept) • Removal, hauling, and disposal of all interior debris and equipment • Removal of all non -demising interior partitions, dropped ceilings, floor finishes • Removal of damaged drywall and insulation at exterior walls and demising partitions as required 4. Exterior Improvements: • Roof repair or replacement (based on evaluation results) • Fagade renovation o Doors, windows, storefront replacement (Miami -Dade NOA impact resistant) o Reconstruction/modification of existing metal standing seam roof at covered walkway (as required by design concept) o New illuminated exterior signage • Miscellaneous stucco repairs as required • Overall building painting 5. Miscellaneous: • Provide enhanced "security lid" for existing FPL vault structure at rear of building (see photos of existing chain link fenced lid to be replaced) Design Concerns The CRA recognizes the importance of quality design and its role in the redevelopment of historic Overtown. Emphasis must be placed on the redesign of the Shopping Center's facade and how well it integrates into the fabric of the existing neighborhood. The selected design - builder will be required to produce a design that is respectful of the character and theme of historic Overtown while allowing the shopping center to quickly become a contributing element to the 3rd Avenue retail corridor. Security To attract new tenants to the shopping center, and to become a successful and viable location for business owners, the design must address concerns regarding security, vandalism, and 11 MICHELLE SPENCE-JONES Board Chair CLARENCE E. WOODS, If1 Executive Director homelessness, while minimizing the use of security bars and grilles that can deter from the desired look of the building. The selected design -builder shall consider at a minimum, the following design ideas and elements to deter theft and vandalism: • Improved site lighting and retail entry way/walkway lighting • The use of bollards or reinforced landscaping planters between parking areas and storefronts to deter vehicle "smash and grab" type events • The use of roll -down shutters that are hidden from view when not in use • The use of vandal -resistant fixtures and elements 12
