TO UNDERWRITE A PORTION OF THE COST TO OPERATE AND PROGRAM THE MIAMI FILM LIFE CENTER AND FILM INSTITUTE JOB TRAINING PROGRAM; AUTHORIZING THE EXECUTIVE DIRECTOR, AT HIS DISCRETION, TO DISBURSE THE GRANT ON A REIMBURSEMENT BASIS OR DIRECTLY TO VENDORS, UPON PRESENTATION OF INVOICES AND SATISFACTORY DOCUMENTATION, ; AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE ALL DOCUMENTS NECESSARY FOR SAID PURPOSE, IN A FORM ACCEPTABLE TO GENERAL COUNSEL; ALLOCATING FUNDS FROM SEOPW TAX INCREMENT FUND, "OTHER GRANTS AND AIDS," ACCOUNT CODE NO. 10050.920101.883000.0000.00000 WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") is responsible for carrying out community redevelopment activities and projects within the Redevelopment Area in accordance with its approved Redevelopment Plan; and WHEREAS, Principle 4, at page 14, of the 2009 Southeast Overtown/Park West Community Redevelopment Plan ("Plan") lists making employment opportunities available to existing residents of Overtown as a stated redevelopment principle; and WHEREAS, Principle 6, at page 15 of the Plan lists expanding the economic opportunities of present and future residents and businesses through the promotion of local cultural events, institutions and businesses and the attraction of new businesses that provide needed services and economic opportunities as a stated redevelopment principle; and WHEREAS, the Board of Commissioners, by Resolution No. CRA-R-12-0021, passed and adopted on March 29, 2012, authorized a grant, in an amount not to exceed $50,000 to Film Life Inc, to promote film related opportunities within the Redevelopment Area, foster new economic opportunities for stakeholders, and to assist the CRA in conceptualizing a film -industry associated educational resource center and incubator program; and WHEREAS, Film Life Inc., provided its resources during the 16th Annual American Black Film Festival event period of June 20 through June 24, 2012 in support of the CRA's Community Showcase, which promoted the local businesses within the Redevelopment Area, highlighted the local film industry professionals and talent from the Redevelopment Area, and which served to cultivate support for the creation of a film industry associated educational resource center and incubator program; and WHEREAS, the Board of Commissioners wishes to authorize a grant to Film Life Inc., in an amount not to exceed $300,000 to underwrite a portion of the cost to operate and program the Miami Film Life Center and Film Institute Job Training Program that that will serve to expand the economic opportunities of resident and business stakeholders; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA: City of Miami Page 1 of 2 File Id: 12-01055 (Version: 1) Printed On: 9/19/2012 File Number: 12-01055 Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated herein as if fully set forth in this Section. Section 2. The issuance of a grant, in an amount not to exceed $300,000, to Film Life Inc., in an amount not to exceed $300,000 to underwrite a portion of the cost to operate and program the Miami Film Life Center and Film Institute Job Training Program, is authorized. Section 3. The Executive Director is authorized, at his discretion, to disburse the grant on a reimbursement basis or directly to vendors, upon presentation of invoices and satisfactory documentation. Section 4. The Executive Director is authorized to execute all documents necessary for said purpose, in a form acceptable to General Counsel. Section 5. Funds are to be allocated from SEOPW Tax Increment Fund, "Other Grants and Aids, " Account Code No. 10050.920101.883000.0000.00000 Section 6.
