Woods,Ill Executive Director Subject: Resolution Authorizing a Grant to Film Life, Inc. to Operate the Miami Film Life Center References: Enclosures: Supporting Documentation; Legislation BACKGROUND: It is recommended that the Board of Commissioners of the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") approve and adopt the attached Resolution authorizing the issuance of a grant in an amount not to exceed $300,000, to Film Life Inc., to underwrite a portion of the cost to operate and program the Miami Film Life Center and the CRA's Film Institute. The Board of Commissioners, by Resolution No. CRA-R-12-0021, passed and adopted on March 29, 2012, authorized a grant, in an amount not to exceed $50,000, to Film Life Inc., to promote film related opportunities within the Redevelopment Area, foster new economic opportunities for stakeholders, and assist the CRA in conceptualizing a film -industry educational resource center and incubator program offering industry master classes with renowned persons in the film industry. During the months of June through August, 2012, CRA staff and representatives of Film Life, Inc. convened several meetings with potential investors and partner organizations, including the University of Miami, Department of Cinema and Interactive Media, ("UM") and the School Board of Miami Dade County ("School Board"), in furtherance of the Miami Film Life Center and training initiative. The Miami Film Life Center will be housed at the Chapman House, a School Board facility located within Overtown, and the training component will be facilitated by UM. The Miami Film Life Center is expected to open on November 30, 2012. JUSTIFICATION: Principle 4, at page 14, of the 2009 Southeast Overtown/Park West Community Redevelopment Plan ("Plan") lists making employment opportunities available to existing residents of Overtown as a stated redevelopment principle. Principle 6, at page 15, of the Plan lists expanding the economic opportunities of present and future residents and businesses through the promotion of local cultural events, institutions and businesses and the attraction of new businesses that provide needed services and economic opportunities as a stated redevelopment principle. FUNDING: $300,000 from SEOPW Tax Increment Fund, "Other Grants and Aids, " Account Code No. 10050.920101.883000.0000.00000.
