A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE SOUTHEAST
OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY
AUTHORIZING ISSUANCE OF A GRANT, IN AN AMOUNT NOT TO EXCEED
$300,000, TO FILM LIFE, INC. TO UNDERWRITE COSTS ASSOCIATED WITH THE
OPERATION AND PROGRAMMING OF THE MIAMI FILM LIFE CENTER AND FILM
INSTITUTE JOB TRAINING PROGRAM; AUTHORIZING THE EXECUTIVE
DIRECTOR TO DISBURSE FUNDS, AT HIS DISCRETION, ON A REIMBURSEMENT
BASIS OR DIRECTLY TO VENDORS, UPON PRESENTATION OF INVOICES AND
SATISFACTORY DOCUMENTATION; FURTHER AUTHORIZING THE EXECUTIVE
DIRECTOR TO EXECUTE ALL DOCUMENTS NECESSARY FOR SAID PURPOSE;
ALLOCATING FUNDS FROM SEOPW, "OTHER GRANTS AND AIDS," ACCOUNT
CODE NO. 10050.920101.883000.0000.00000.
WHEREAS, the Southeast 0vertown/Park West Community Redevelopment Agency ("CRA") is responsible for
carrying out community redevelopment activities and projects within its Redevelopment Area in accordance with its approved
Redevelopment Plan; and
WHEREAS, Section 2, Goal 4, at page 11, of the 2009 Southeast 0vertown/Park West Redevelopment Plan (the
"Plan") lists the "creati[on of] jobs within the community," as a stated redevelopment goal; and
WHEREAS, Section 2, Goal 6, at page 11, of the Plan also lists "improving the quality of life for residents," as a
stated redevelopment goal; and
WHEREAS, in furtherance of the aforementioned goals, the CRA seeks to promote film related opportunities within
the Redevelopment Area, foster new economic opportunities for stakeholders, and to implement a film related educational
resource center that provides professional guidance and networking opportunities and offers job training for careers in film
production; and
WHEREAS, Film Life, Inc. maintains a good reputation in the film industry and has cultivated extensive professional
relationships and resource networks over a sixteen year period, and has developed the internationally renowned American
Black Film Festival; and
WHEREAS, Film Life, Inc. provided its resources and expertise during the 16th Annual American Black Film Festival
in support of the CRA's Community Showcase, which promoted local businesses within the Redevelopment Area, highlighted
the local film industry professionals and talent from the Redevelopment Area, and served to cultivate support for a film related
educational resource center that provides job training for careers in the film industry; and
WHEREAS, Film Life, Inc. has expressed interest in supporting the CRA's aforementioned redevelopment goals and
seeks to implement the Miami Film Life Center and Film Institute Job Training Program, wherein Film Life, Inc. will provide
resources, training programs, and professional networking opportunities to area residents; and

WHEREAS, the Board of Commissioners wishes to authorize the issuance of a grant, in an amount not to exceed
$300,000, to Film Life, Inc. to underwrite costs associated with the operation and programming of the Miami Film Life Center
and Film Institute Job Training Program;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE SOUTHEAST
OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference
and incorporated herein as if fully set forth in this Section.
Section 2. The expenditure of funds, in an amount not to exceed $300,000, to underwrite costs associated
with the operation and programming of the Miami Film Life Center and Film Institute Job Training Program, is authorized.
Section 3. The Executive Director is authorized to disburse funds, at his discretion, on a reimbursement basis
or directly to vendors, upon presentation of invoices and satisfactory documentation.
Section 4. The Executive Director is authorized to execute all documents necessary for said purpose.
Section 5. Funds are to be allocated from SEOPW Tax Increment Fund, "Other Grants and Aids," Account
Code No. 10050.920101.883000.0000.00000.
Section 6. This Resolution shall become effective immediately upon its adoption.
