College for Hospitality Institute

BACKGROUND:
It is recommended that the Board of Commissioners of the Southeast Overtown/Park West Community
Redevelopment Agency ("CRA") approve and adopt the attached Resolution authorizing the issuance of a grant,
in an amount not to exceed $150,000, to Miami Dade College ("MDC") to underwrite the costs associated with
the continued operation of the Hospitality Institute Job Training and Job Placement Program (the "Institute").
The Institute, created in 2007, is an initiative aimed to promote the creation of employment opportunities for
residents within Redevelopment Area. In turn, MDC seeks to offer job training and job placement for area
residents in the hospitality related positions through year-round training workshops in the areas of hospitality
operations, including culinary training, customer service, interview skills, soft skills, financial literacy, banquet
set-up, and computer literacy skills. The Institute's participants have the opportunity to become certified by the
American Hotel and Lodging Association, and to attend job fairs facilitated by MDC in conjunction with area
employers.
The CRA's support of the Institute is well documented. On April 26, 2010, the Board, by Resolution No. CRA-R-
10-0025, authorized the issuance of a grant, in an amount not to exceed $100,000, to underwrite a portion of the
costs associated with the Institute. The Board, by Resolution No. CRA-R-10-0059, passed and adopted on July
22, 2010, authorized the issuance of a grant, in an amount not to exceed $65,000 of additional funding, to
employ experienced personnel for the efficient operation of the Program, and to develop courses in industry
certification in food and beverage for the Program's alumni. On October 24, 2011, the Board, by Resolution No.
CRA-R-11-0053, authorized the issuance of a grant, in an amount not to exceed $97,000, to underwrite a
portion of the costs associated with the continued operation of the Institute. Last year, the Board, by Resolution
No. CRA-R-12-0014, authorized the issuance of additional funding, in an amount not to exceed $116,775 to
underwrite costs associated with the operation of the Institute.
MDC has leveraged the CRA's funding by receiving assistance from other partners, including Hilton Hotels, the
Carnival Foundation, the Florida Restaurant and Lodging Association, the Greater Miami Convention and
Visitors Bureau, Dress for Success, as well as local hoteliers, businesses, outreach organizations and
volunteers. Additionally, MDC provides substantial in -kind support in the form of curriculum and program
development, technical and administrative support, and catering for training workshop participants.
JUSTIFICATION:
Section 2, Goal 4, at page 11, of the 2009 Southeast Overtown/Park West Redevelopment Plan (the "Plan") lists
the "creati[on of] jobs within the community" as a stated redevelopment goal.
Section 2, Goal 6, at page 11, of the Plan also lists "improving the quality of life for residents," as a stated
redevelopment goal.
