A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE SOUTHEAST
OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY
AUTHORIZING A GRANT, IN AN AMOUNT NOT TO EXCEED $200,000, TO THE
BLACK ARCHIVES, HISTORY AND RESEARCH FOUNDATION OF SOUTH
FLORIDA, INC. TO UNDERWRITE A PORTION OF THE COSTS ASSOCIATED
WITH: (1) THE OPERATION OF THE ARCHIVAL COLLECTION; (2)
COORDINATED MARKETING IN SUPPORT OF THE CRA'S "SHOP, DINE, AND
EXPLORE" CAMPAIGN; AND (3) THE CREATION AND OPERATION OF THE
LYRIC THEATER CULTURAL HERITAGE INSTITUTE; AUTHORIZING THE
EXECUTIVE DIRECTOR TO DISBURSE GRANT FUNDS, AT HIS DISCRETION,
ON A REIMBURSEMENT BASIS OR DIRECTLY TO VENDORS, UPON
PRESENTATION OF INVOICES AND SATISFACTORY DOCUMENTATION;
FURTHER AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE ALL
DOCUMENTS NECESSARY FOR SAID PURPOSE; ALLOCATING FUNDS FROM
SEOPW, "OTHER GRANTS AND AIDS" ACCOUNT CODE NO.-
10050.920101.883000.0000.00000
WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("CRA")
is responsible for carrying out community redevelopment activities and projects within its
Redevelopment Area in accordance with its 2009 Southeast Overtown/Park West Community
Redevelopment Plan ("Plan"); and
WHEREAS, the Plan, at page 11, lists the preservation of historic buildings and community
heritage as a stated redevelopment goal; and
WHEREAS, the Plan, at pages 15-16, also provides that: local cultural events, institutions and
businesses should be promoted; older buildings that embody the area's cultural past should be
restored and maintained; and the area's sense of community should be restored and unified culturally;
and
WHEREAS, the Black Archives, History & Research Foundation of South Florida, Inc. ("BAF")
is a non-profit organization whose mission is to collect, preserve and disseminate the history and
culture of black South Florida from 1896 to the present; and
WHEREAS, the Plan recognizes the BAF as a community stakeholder responsible for the
promotion and preservation of the community's cultural heritage; and
WHEREAS, in furtherance of its mission, the BAF requests a grant to underwrite a portion of
costs associated with the operation of BAF's Archival Collection; coordinated marketing in support of
the CRA's "Shop, Dine and Explore" campaign; and the creation and operation of the Lyric Theater
Cultural Heritage Institute; and

WHEREAS, the Board of Commissioners wishes to authorize the issuance of a grant, in
amount not to exceed $200,000, to BAF to underwrite a portion of the costs associated with: (1) the
operation of the archival collection; (2) coordinated marketing in support of the CRA's "Shop, Dine,
and Explore" campaign; and (3) the creation and operation of the Lyric Theater Cultural Heritage
Institute;
NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF COMM1SISONERS OF THE
SOUTHEAST OVERTOWNIPARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2, A Grant, in an amount not to exceed $200,000, to the Black Archives, History
and Research Foundation of South Florida, Inc. to underwrite a portion of the costs associated with :
(1) the operation of the archival collection; (2) coordinated marketing in support of the CRA's "Shop,
Dine, and Explore" campaign; and (3) the creation and operation of the Lyric Theater Cultural Heritage
Institute.
Section 3, The Executive Director is authorized to execute all documents necessary for
said purpose,
Section 4. Funds are to be allocated from SEOPW Tax Increment Fund, "Other Grants and
Aids," Account Code No. 10050.920101.883000.0000.00000.
Section 5. This Resolution shall become effective immediately upon its adoption.

OVERVIEW
The Black Archives has become a national resource for the history of blacks in South Florida from the 19th
and 20th centuries and beyond. For more than thirty five (35) years, the Black Archive has served thousands of
organizations from adult and youth groups, city and county officials, to private and public markets with
programming in the South Florida area through instruction, research support, preservation initiatives, career
mentoring, educational consultations, and governmental support. The Black Archives believes that history
shapes people's lives, and through the work of the founder and her philosophy that, "without vision the people
perish...", the Black Archives has been committed to helping the South Florida community reach far and
beyond their existing limitations or perceptions —creating a standard and goal that through history, people can
accomplish greater things with each challenge. Over the years, the Black Archives has amassed a number of
research materials from the community, and the collection has become the prime example of how history
cultivates redevelopment in urban communities. The collection has led the preservation of several historic
landmarks in the community and has supported the historic designation locally and nationally of many
buildings in Miami -Dade County.
The Black Archives is near the completion of a Miami Dade County funded General Obligation Bond, ten
million dollar ($10,000,000.00) expansion of the Historic Lyric Theater and construction of a new ancillary
center in Miami's Historic Overtown community. The complex will be a base for visitors to utilize, enjoy,
learn, and discover. It will also be a workplace of inclusion and respect, with a focus on the development of
creativity and ideas. The Historic Lyric Theater was built in 1913 by Geder Walker, a black businessman, and
is the primary anchor for the redevelopment of the Overtown neighborhood of Miami, Florida. The theater
was the key center of entertainment and culture for the black pioneer community during its heyday.
With the completion of the new complex, the BAF will have additional opportunities to develop partnerships
with like institutions that will benefit citizens of Miami -Dade County and most importantly the Overtown
community. Through the operation of the new complex, the BAF plan to continue their work of constructing
an empowering atmosphere that will support and encourage the residents of the Overtown community through
the creation of jobs at the center to become more productive and active community members. The new
complex will become the resource for anyone engaging in the field of urban development, archival
management, architecture, social research, literary, visual and performing arts, cultural tourist training, etc.,
as well as an instrument for announcing and reconfirming a commitment to the revitalization of the
community of Historic Overtown. The Black Archives will continue processing the collection as a primary
goal which will bring the Black Archives Foundation to the forefront of the archival field and historic
preservation nationally.
In order to successfully operate this major African Diaspora Cultural Heritage resource center, the Black
Archives seeks support funding from the Southeast Overtown Park West Community Redevelopment Agency.

Funding from the SEOPW CRA, will enable us to begin to build the capacity and infrastructure needed to
attract the financial signature partners needed to increase subsidy that will strengthen programming, which
will increase the operations, in turn provided more job opportunities for the community at the complex.
MISSION
Founded in 1977 by Dr. Dorothy J. Fields, The Black Archives is a non-profit organization whose mission is
to collect, preserve and disseminate the history and culture of black South Florida from 1896 to the 'present.
There are five objectives of the Black Archives,
Objective 1-Archival Collection: The archive is a manuscript and photographic repository in a community
setting that include blueprints, oil paintings and artifacts. The goal of the archives is to collect, preserve and
make accessible sourced materials of enduring value to students, teachers, researchers, scholars, the media
and the public -at -large. The materials in the repository are collected for educational purposes in support of
the archives.
Objective 2-The Historic Lyric Theater: The Theater is designated as a local and national historic landmark
built in 1915. It is located in Miami's historically black Overtown community and it is the anchor and driving
force to the revival and redevelopment of this once vibrant community. The Black Archives promotes and
provides access to the historic venue and gives the community exposure and opportunities to present and view
music, theater, dance, film, the spoken word, fine arts, exhibitions, and traveling exhibits with an emphasis on
the artists and experiences of the African Diaspora.
Objective 3-The Overtown Historic Folklife Village: To provide training and jobs through the creation of
venue as a regional tourist destination in Miami's historically documented "entertainment district",
showcasing the legacy of Miami's Overtown community using the back drop of the era of the Ilarlem
Renaissance, and the character of black architecture in Miami.
Objective 4-The Black Heritage Trail: To connect a trail of sites of historical, cultural and architectural
significance throughout Miami Dade County. From the Historic Lyric Theater in Overtown to Lemon City
and little Haiti; from Liberty City to Opa-Locka and Miami Gardens; from Seminola (Hialeah) to Brownsville
and Virginia Key Beach; Connecting the Hampton House to the Railroad Shop (Allapattah); from the
MacFarlane district (the black section of Coral Gables to Coconut Grove; From Richmond Heights to the
Goulds and Florida City; encompassing all sites in and between.
Objective 5- Black Archives Youth Advocacy Program: To encourage children of all ages to develop their full
creative potential through the visual and performing arts. To offer a cultural alternative for the children of
Overtown and Miami Dade County in the field of theater, performance, back and front stage work, museum
work, historical research, and community involvement through their participation in the fine arts. Offering
them a unique environment in which children of all ages, abilities, and experience can feel free to imagine,
create, and welcome the arts into their lives.

PROGRAMMING
FY 2012-2013 funding from the SEOPW CRA will allow the BAF to immediately focus intensively on four
of its' five missions, Historical documentation; Shop, Dine, Explore; The Lyric Theater Cultural Heritage
Programs.
Programming will initiate by the Black Archives identifying and hiring professionally trained staff that will
assist in implementing the plan that will provide training for residents to operate the new complex by year
two.
Objective 1-Archival Collection:
Historical Documentation will require the BAF to acquire the services of a fulltime archivist who will
continue to collect and preserve historical documents, contemporary artworks and photographs from the
community on the African Diaspora. He/She will develop programs to train residents in the field of archiving
and historical research. This programming will allow the BAF to collect oral histories from residents and
community leaders on current and past events that have shaped the lives of the Overtown community.
Programming will allow for the BAF to better assist current and new businesses, developers and development
to understand the historicity of this authentic historic neighborhood. The archivist will assist with developing
audio, visual, and interactive exhibits that documents the legacy of Overtown. Funding will enable us to
continue offering our expertise to CRA, city, county, and private organizations through research. Training
and jobs that will be provided through this initiative are research assistants, curators, assistant archivists,
collection managers, processing archivist, and archival attendants. Benchmarks for this initiative will be to

Funding through this objective will help to better assist the Shop, Dine, and Explore initiative. The BAF will
be able to acquire the staff support to fully actualize this much needed economic generator. Being equip to
assist businesses, legacy groups, and developers in establishing "their story" is paramount to the success of
Overtown branding itself as an authentic cultural heritage entity. Dedicated staff will develop the network of
historic sites in the district and work closely with Greater Miami Convention and Visitor's Bureau, and the
Black Hospitality Initiative to identify conferences, family reunions, and other conglomeration of people who
visit Miami and may be interested in touring the Overtown community. The key personnel will develop
cultural heritage marketing strategies that will help local businesses create the framework for implementing
Overtown as a "sense of place" for each venue. Key personnel will begin to connect Overtown historic sites
with other sites and neighborhoods throughout the county, state, and nation. Training and jobs provided
through this initiative are docents, event planners, tour guides, program coordinator, administrative aides, host
and hostesses.

Objective e i is Lyric Theater:
Through funding the cultural training initiatives, the BAF will be able to acquire the needed key personnel
that is knowledgeable in their individual area of study. The BAF executive director will be able to produce a
curriculum of all program offerings at the new center. The staff will initiate programming at the complex,
help plan the opening of the complex successfully, and begin generating revenue from additional fundraising
initiatives. This objective will allow the BAF to acquire a Theater Manager who will begin to schedule and
participate in a series of meetings with the Adrienne Arsht Performing Arts Center staff. These meetings will
serve specific focus to assemble all of the critical data and establish plans on how to effectively operate the
complex. The focus of these meetings will be on the following,
Guest Services
This session will be to create plans for ticketing. To identify a list of equipment and software system that will
be needed in order for the Lyric to take and fulfill ticket orders, as well as a seating chart. This will also
establish plans for ushers and how the program will be operated. Designed to teach the basics of how to train
staff and volunteers to understand their mechanical functions and fulfill the vision of Great Guest Service.
Facility Management
This session will look at the mechanical, electrical, plumbing and life safety plans for the building. It is
designed to address the basic needs for preventive maintenance on the buildings systems and the structures
envelope. It will identify and list all general custodial equipment needed. Session will develop a focus on what
it will take to clean and maintain the building. The session will identify the best approach to staffing needs vs.
potential maintenance contracts for the facility.
Production & General Operations
This session will review the ground plan and section through for the theater and house. It will identify the
equipment list for all fixed and movable stage equipment. Operations will discuss parking and understand
what the plans are for Guests coming to the theater for a performance or event. The session will also produce
plans and equipment lists for the catering kitchen, prep area and the concession locations. Establish the
general flow of the audience members coming in the front door in conjunction with our Guest Service session
and address the same for the artists, crew and staff coming in the stage door. This session will address all
levels of the building and establish a key code system. Staffing needs will be discussed and a understanding of
how the spaces will function and be maintained from a production and food and beverage perspective. Safety
and Security is always paramount for any company or organization and will be address in this session and
further sessions as well.
The theater manager will begin to establish the criteria needed and set up the dates of training going into year
two of operations. Training and jobs provided through this initiative are technical director, audio technicians,
lighting technicians, ushers, maintenance, housekeeping, financial officer, ticket sales, marketing coordinator,
reception, stage managers, grips, parking attendants, security, house staff, cashiers, concessions, and facilities
manager.

NEED
The funding will cover start-up cost associated with implementing operational assessments and
recommendations by AMS Planning, Schomberg Center for Research and African American Culture,
Adrienne Arsht Performing Arts Center, and the Devos Institute/Kennedy Center, These assessments
acknowledge that the BAF needs the capacity to begin to operate and implement the strategies presented in
the reports.
Year One Funding Request: $200

Staff.
Will secure current staff, and identify and hire key professional staff needed for the first year of
operation. Key staff will include a Development Manger/Grant Writer, to begin identifying corporate,
private, and grant support. Other Year One staff would be a Receptionist I/Administrative Assistant,
Financial Officer, Archivist, and a Theater manager. These personnel will begin to meet with our
administrative, operational, and technical support partners at the Adrienne Arsht Center and other key
consultants.
Tirneline:
By month 8, personnel should begin moving into the new complex. Increased financial support should
be attained to secure all components needed to begin initiating programming at the new complex. By
month 9, professional staff should begin to identify, interview, train, and hire residents to work at the
new complex.
