Subject: Resolution Authorizing Issuance of a Grant
for Rehabilitation of Nine (9) Residential
Rental Units at 155 N.W. 10th Street.

BACKGROUND:
It is recommended that the Board of Commissioners of the Southeast Overtown/Park West Community
Redevelopment Agency ("CRA") approve and adopt the attached Resolution authorizing the issuance of a grant,
in an amount not to exceed $300,000, to Emmanuel and Sandra Washington for the rehabilitation of nine (9)
residential rental units at 155 N.W. 10th Street.
The Board of Commissioners, by Resolution No. CRA-R-12-0049, passed and adopted on July 30, 2012,
directed the Executive Director to budget $500,000 for the rehabilitation of affordable and workforce housing
located within the Redevelopment Area.
Emmanuel and Sandra Washington (the "Washingtons") own a nine (9) unit residential building at 155 N.W.
10th Street, Miami, Florida. The units are in need of rehabilitation and the Washingtons have requested
assistance for said rehabilitation. In exchange for the grant, the Washingtons have agreed to offer the units as
affordable housing, and to execute a restrictive covenant reflecting same.
JUSTIFICATION:
The 2009 Southeast Overtown/Park West Redevelopment Plan lists, the "creati[on of] infill housing, diversity in
housing types, and retaining affordable housing," as a stated redevelopment goal. Said Plan also lists
"improving the quality of life for residents," as a stated redevelopment goal.
This Resolution carries out these objectives by ensuring that safe and affordable housing options are available
to residents within the Redevelopment Area.
