BACKGROUND:
It is recommended that the Board of Commissioners of the Omni Redevelopment District Community
Redevelopment Agency ("CRA") approve and adopt the attached Resolution authorizing the issuance of a grant
in an amount not to exceed $200,000, to the University of Miami's Department of Cinema and Interactive Media
("UM") in support of its pilot Film Institute Job Training Program and Pilot Community Initiative Film Project to be
produced and directed by filmmaker Robert Townsend.
The 2009 Omni Area Redevelopment Plan ("Redevelopment Plan") lists as a strategy for public/private
development, the redevelopment of certain priority properties within the Omni Redevelopment Area, specifically
including properties owned by the Miami -Dade County Public Schools ("School Board"). The CRA, pursuant to
resolution CRA-R-10-0045 passed and adopted on May 13, 2010, authorized the purchase of the Miami Skill
Center (now the "Miami Entertainment Complex" or "MEC") at 29 NW 13 Street from the School Board to be
redeveloped with a parking facilities and a possible education component to support the growth of Omni's
Media/Entertainment District, an area marketed as a hub location for businesses operating in the film and
entertainment industries. The Redevelopment Plan, at page 71, lists as a redevelopment strategy that the
Media/Entertainment District should be expanded to "provide continuity and synergy with nearby entertainment
districts in the Southeast Overtown/Park West CRA...[to]..help combine the economic energy and
redevelopment potential of the PAC [Adrienne Arsht Performing Arts Center] with broader opportunities in
nearby Overtown, which has a long history of music and entertainment and can provide a logical complement to
the larger arts and entertainment districts." The Redevelopment Plan, at page 64, delineates that the MEC
should include an "educational component...focused on media related skills such as production and
advertising... [which] could serve to meet the public goals of the Miami -Dade [County] School Board".
JUSTIFICATION:
Section 5.0, Projects and Strategies, at page 53 of the Redevelopment Plan lists "Creating a sustainable
regional destination and identify by capitalizing on the development of the Performing Arts Center and the Media
Entertainment District, " as a stated redevelopment objective.
This resolution carries out this objective.

PROGRAM; AUTHORIZING THE EXECUTIVE DIRECTOR, AT HIS DISCRETION,
TO DISBURSE THE GRANT ON A REIMBURSEMENT BASIS OR DIRECTLY TO
VENDORS, UPON PRESENTATION OF INVOICES AND SATISFACTORY
DOCUMENTATION; AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE
ALL DOCUMENTS NECESSARY FOR SAID PURPOSE, IN A FORM ACCEPTABLE
TO GENERAL COUNSEL; ALLOCATING FUNDS FROM OMNI TAX INCREMENT

WHEREAS, the Omni Redevelopment District Community Redevelopment Agency ("CRA") is
responsible for carrying out community redevelopment activities and projects within the
Redevelopment Area in accordance with its approved Redevelopment Plan; and
WHEREAS, Section 5.0, Projects and Strategies, at page 53 of the Redevelopment Plan lists
"Creating a sustainable regional destination and identify by capitalizing on the development of the
Performing Arts Center and the Media Entertainment District," as a stated redevelopment objective;
and
WHEREAS, the CRA, pursuant to resolution CRA-R-10-0045 passed and adopted on May 13,
2010, authorized the purchase of the Miami Skill Center ("Miami Entertainment Complex" or "MEC") at
29 NW 13 Street from the School Board to be redeveloped with a parking facilities and a possible

WHEREAS, the Board of Commissioners wishes to authorize a grant to the University of
Miami's Department of Cinema and Interactive Media to implement the Film Institute Job Training
Program to provide training to residents of the Redevelopment Area;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE
OMNI REDEVELOPMENT DISTRICT COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference and incorporated herein as if fully set forth in this Section.
Section 2. The issuance of a grant, in an amount not to exceed $200,000, to the University of
Miami's Department of Cinema and Interactive Media towards the implementation of the Film Institute

Job Training Program, is authorized.
Section 3. The Executive Director is authorized, at his discretion, to disburse the grant on a
reimbursement basis or directly to vendors, upon presentation of invoices and satisfactory
documentation.
Section 4. The Executive Director is authorized to execute all documents necessary for said
purpose, in a form acceptable to General Counsel.
Section 5. Funds are to be allocated from OMNI Tax Increment Fund, "Other Grants and Aids,"
Account Code No. 10040.920101.883000.0000.00000.
Section 6. This resolution shall become effective immediately upon its adoption.

Top high school player, Justice "The Judge" McCoy, has just joined the Miami Jackson
High School Generals basketball team. The Generals are an extraordinary team of
fast plays, powerhouse athleticism, deadly defense and cocky assuredness, all
attributes that have led to them being the number one team in the country to beat.
And their success would not be possible without their dynamic coach, the charming,
but crafty NIVEN BANKS, 40's, a man who's secretly set his sights on coaching up the
next rung in the NCAA and now with a player like Justice McCoy, he might finally get
his wish.
But what Coach Nivens hadn't counted on the sassy, no nonsense Talisa McCoy,
Justice's gorgeous mother, a woman so fiercely protective of her son and her other
four children, she's scary. Even scarier is her encyclopedic knowledge of basketball,
which she can't help, but share without much provocation.
Needless to say, Talisa and Coach Nivens bump heads. He's not used to being off his
game and she's not used to feeling anything for a man. But eventually their love of
basketball unearths long buried passions in them both. Their romance develops as
several team romances develop, too. But then ambition threatens to destroy it all as
well as any potential for winning the state championship. In a nail -biter of a game,
we are left to root for our team but even more for our couples, adult and teen, to
finally win at love.

Project Benefits
1. Media/Entertainment District Expansion: Project will serve to promote
Miami's local film industry and Omni, specifically including NW 14 Street, as
a hub location for film industry affiliated businesses.
2. Economic Development: Local Business Opportunities: The production
requires services to complete the project.
3. Educational Component: The Project is backed by Miami -Dade County
School Board and the University of Miami Department of Cinema and
Interactive Media and will focus on providing hands on training to students,
interested stakeholders and serve to provide "continuing education" for
local industry professionals.
4. Job Creation Component: The production seeks to fill 46 crew positions.
The opportunity is open to residents and business stakeholders from the
City of Miami, including the Omni Community Redevelopment Area
("Redevelopment Area").
S. Marketing Exposure. The production will highlight key sites within the
Redevelopment Area providing exposure that can be leveraged for
reinvestment and redevelopment opportunities within the Redevelopment
Area.

The Omni redevelopment area is located just north of
downtown Miami's Central Business District and fifteen
minutes away from Miami Beach. It is home to several
entertainment districts and a burgeoning film district.

primary production company in the District, owns and operates the Ice

Another opportunity for parking exists on the Miami Skills Center property, also owned by the School
Board. This property should be developed to provide a capture parking garage for the Media/
Entertainment District, and should also include a mixed use component such as street level retail/
entertainment uses, offices, and possibly an educational component. The educational component
could include a higher level school focused on media related skills such as production and advertising
and would serve to meet the public goals of the Miami -Dade School Board. However, the development
of an educational component must be mindful of the activities of the adjacent entertainment uses
and the sale of alcoholic beverages.

Expansion of the existing Media/Entertainment district should be accomplished to provide continuity

The proposed concept is to create a retail/mixed-use corridor which clusters various arts and
entertainment uses between the PAC and the Florida East Coast Railway, with potential future expansion
of the corridor westward to Overfown. The concept envisions a late night entertainment district which
reinvigorates the area and has a symbiotic economic relationship with the Performing Arts Center.
