Woods,lll oi..)tk References: Executive Director SEOPW Board of Commissioners Meeting September 24, 2012 SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY INTER -OFFICE MEMORANDUM To: Board Chair Michelle Spence -Jones Date: September 14, 2012 File: 12-01057 and Members of the CRA Board Subject: Resolution Authorizing a Grant to University of Miami to implement Film Institute Job Training Program Enclosures: Supporting Documentation; Legislation BACKGROUND: It is recommended that the Board of Commissioners of the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") approve and adopt the attached Resolution authorizing the issuance of a grant in an amount not to exceed $200,000, to the University of Miami's Department of Cinema and Interactive Media ("UM") to implement the CRA's Film Institute Job Training Program. The Board of Commissioners, by Resolution No. CRA-R-12-0021, passed and adopted on March 29, 2012, authorized a grant, in an amount not to exceed $50,000, to Film Life Inc., to promote film related opportunities within the Redevelopment Area, and to assist the CRA in conceptualizing a film -industry associated educational resource center ("Miami Film Life Center" or "MFLC") and incubator program that would serve to promote employment and economic opportunities in the creative industries within the Redevelopment Area. CRA staff approached UM to serve as the facilitator of the Film Institute Job Training Program and to work jointly with the CRA, and its partner organizations, in furthering job training opportunities to residents of the Redevelopment Area. As a condition of the Grant, UM shall provide the following services: • Serve as the liaison to the MFLC in determining the potential for an on-the-job training component for those film projects referred through the MFLC; • On an ongoing basis, develop a curriculum for the on-the-job training program for each participating film production referred through the MFLC; • Manage the registration process for resident stakeholders participating in the training program; • Solicit funding from alternative funding sources, including South Florida Workforce, to underwrite the cost of the training program; and • Facilitate the compensation and accounting of all program participants; JUSTIFICATION: Principle 4, at page 14, of the 2009 Southeast Overtown/Park West Community Redevelopment Plan ("Plan") lists making employment opportunities available to existing residents of Overtown as a stated redevelopment principle. This Resolution fulfills that principle. FUNDING: $200,000 from SEOPW Tax Increment Fund,"Other Grants and Aids, " Account Code No. 10050.920101.883000.0000.00000.
