Woods,Ill Executive Director Subject: Resolution Authorizing a Memorandum of Understanding with School Board of Miami Dade County for Miami Film Life Center and Film institute References: Enclosures: Supporting Documentation; Legislation BACKGROUND: It is recommended that the Board of Commissioners of the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") approve and adopt the attached Resolution authorizing the Executive Director to enter into a Memorandum of Understanding ("MOU") with the School Board of Miami Dade County ("School Board") for the School Board to underwrite a portion of the annual operational cost of the CRA's proposed new Miami Film Life Center and Film Institute Job Training Program, further authorizing the issuance of funds in an amount not to exceed $33,000 to the School Board to underwrite a portion of the cost for improvements and repairs to the School Board facility located on the grounds of the property at 1200 NW 6th Avenue, known as the Chapman House, for use as the headquarter office of the Miami Film Life Center. The Board of Commissioners, by Resolution No. CRA-R-12-0021, passed and adopted on March 29, 2012, authorized a grant, in an amount not to exceed $50,000, to Film Life Inc., to promote film related opportunities within the Redevelopment Area, and to assist the CRA in conceptualizing a film -industry associated educational resource center ("Miami Film Life Center") and incubator program that would serve to promote employment and economic opportunities in the creative industries within the Redevelopment Area. During the months of June through August, 2012, CRA staff and representatives of Film Life, Inc. convened several meetings with potential investors and partner organizations, including the School Board, in furtherance of the Miami Film Life Center and training initiative. A preliminary negotiated set of terms for the MOU with the School Board have been determined by School Board representatives and is included as supporting documentation. The Miami Film Life Center is expected to open on November 30, 2012. JUSTIFICATION: Principle 4, at page 14, of the 2009 Southeast Overtown/Park West Community Redevelopment Plan ("Plan") lists making employment opportunities available to existing residents of Overtown as a stated redevelopment principle. This Resolution fulfills that principle. FUNDING: $33,000 from SEOPW Tax Increment Fund, "Other Grants and Aids, " Account Code No. 10050.920101.883000.0000.00000.
