Woods, III l/' Executive Director Subject: Resolution Authorizing an Agreement with Doug Bruce & Associates for Representation and Lobbying Services before the State Legislature. References: Enclosures: Supporting Documentation; Legislation BACKGROUND: It is recommended that the Board of Commissioners of the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") approve and adopt the attached Resolution authorizing an agreement with Doug Bruce & Associates ("Doug Bruce") to provide governmental representation and lobbying services, for the CRA, before the State Legislature for a two-year period beginning July 1, 2012 and ending June 30, 2014 for a fee not to exceed $28,800 per year plus approved expenses not to exceed $2,500, for a two-year total not to exceed $62,600. Doug Bruce plays a key role in portraying the activities of the CRA in a positive Tight to State legislators. As lobbyists, they facilitate meetings with elected officials including the Dade Delegation, arrange tours of the Redevelopment Areas by members of the State Legislature and their staff, assist in having grant funding included in State budgets, and monitor legislation affecting current CRA projects. JUSTIFICATION: Chapter 163.370(2)(a), Florida Statutes, requires the CRA, through its Executive Director, to make and execute contracts necessary to effectuate the purposes and provisions of the Southeast Overtown/Park West Community Redevelopment Plan. The CRA has a need for professional legislative representation and lobbying services to ensure that the interests of the CRA are adequately represented before the State Legislature and other governmental entities. This Resolution carries out these objectives. FUNDING: Funds to be allocated from SEOPW Tax Increment Fund, "Professional Services," Account Code No. 10050.920101.531000.0000.00000.
