A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE SOUTHEAST
OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY
AUTHORIZING EXPENDITURES AND GRANTS, IN AN AMOUNT NOT TO
EXCEED $50,000,. IN SUPPORT OF 2012 ART BASEL-RELATED EVENTS
WITHIN THE REDEVELOPMENT AREA; AUTHORIZING THE EXECUTIVE
DIRECTOR, AT HIS DISCRETION, TO DISBURSE GRANT FUNDS ON A
REIMBURSEMENT BASIS OR DIRECTLY TO SUB -GRANTEES AND VENDORS,
UPON PRESENTATION OF INVOICES AND SATISFACTORY DOCUMENTATION;
AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE ALL DOCUMENTS
NECESSARY FOR SAID PURPOSE, IN A FORM ACCEPTABLE TO GENERAL
COUNSEL; ALLOCATING FUNDS FROM THE SEOPW TAX INCREMENT FUND,

WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("CRA")
is responsible for carrying out community redevelopment activities and projects within its
Redevelopment Area in accordance with its approved Redevelopment Plan; and
WHEREAS, Section 2, Goal 5/Principle 6, at pages 11 and 15,
Overtown/Park West Redevelopment Plan, lists promoting and marketing
"promoting local cultural events, institutions, and businesses are to be
redevelopment goal; and
WHEREAS, Section 163.370(2)(n), Florida Statute, requires the CRA to coordinate and direct
the provisions of Chapter 163 in order that the objective of remedying slum and blighted areas and
preventing the causes thereof may be most effectively achieved; and
WHEREAS, the Board of Commissioners, by Resolution No.
adopted on September 20, 2010, authorized the creation of the 2010
allocated a total of $50,000 for grantees under the Program; and
WHEREAS, the Board of Commissioners, by Resolution No.
adopted on October 24, 2011, authorized the creation of the 2011

IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE
WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY
Section 1. The recitals and findings contained in the Preamble to this Resolution
by reference and incorporated herein as if fully set forth in this Section.
Section 2. Expenditures and grants, in an amount
2012 Art Basel events within the Redevelopment Area are authorized.
Section 3. The Executive Director is authorized, at his discretion, to disburse grant funds
on a reimbursement basis or directly to sub -grantees and vendors, upon presentation of invoices and
satisfactory documentation.

REQUEST FOR PROPOSALS ("RFP") 12-003
GROUP OR THEMATIC ART EXHIBITIONS
The Southeast Overtown/Park West Community Redevelopment Agency ("CRA") is seeking proposals for
group or thematic art exhibitions to be showcased within the city of Miami during the annual Art Basel
week from Friday, December 7 through Saturday, December 8, 2012 on property owned by the CRA at
919 NW 2"d Avenue. All interested proposers are invited to participate. Proposals must be delivered to
the Office of the City Clerk at the address below on or before 3:00 P.M. on Friday, August 31, 2012
("Submission Deadline").

Any proposal that is submitted after the Submission Deadline or delivered to a different address or
location will not be considered. The RFP packet is available for download from the CRA website —

The CRA reserves the rights to accept any proposal deemed to be in the best interest of the CRA, to
waive any minor irregularities, and/or technicalities in any proposal, or to reject any or all proposals and

Notice to provide Complete Production & Management Services for a Group or Thematic Art Exhibition
Dear Members of the Selection Committee:
TheUfbanColleCtIVe is pleased to present this proposal for your review. We look forward to
partnering with Miami CRA to provide Overtown/ Park West yet another layer of cultural
programming that will serve to not only raise Overtown's profile in our local community but to
generate a rebirth of Overtown's history as the epicenter of Black Art and Culture in Miami.
Produced by TheUrbanCollective, Art Africa Miami is the premiere showcase and exhibition of
contemporary visual artists from the African Diaspora during the Art Basel Miami festivities,
located in the epicenter of Miami's Historic Overtown. Established in 2011, with the support
and entrustment of participating galleries, museums, independent artists, and our local Miami
CRA, TheUrbanCollective, comprised of a group of seasoned professionals who possess the
artistic, administrative, creative and event planning and management skills necessary to plan
and execute an art exhibition from conception through completion, successfully produced Art
Africa Miami Arts Fair.
Designers, Architects, and Art Aesthetes, we operate as an urban gallery featuring fine
authentic artisanal artwork both from Africa and the Diaspora and modernity. We place
emphasis on using our retail space to promote emerging local African, African -American and
Caribbean artists from the South Florida community. Founded in 2004, over the course of
seven years we have sponsored and hosted numerous events, including Art Africa Miami Arts
Fair 2011, salons and shows in support of the local art scene. In doing so, TheUrbanCollective
has fashioned itself as a cultural and artistic reference point within the local Black arts
community and the ever -evolving Wynwood Arts District. As the sole proprietor and purveyor
of African art in the district, we have emerged as the source and champion of local artists of
African descent.

Our hope, with the endorsement and support of the Miami CRA, is to produce the second
annual Art Africa Miami Arts Fair 2012, continuing a celebratory tradition which we hope will
help Overtown re-establish itself as a cultural hub and endure for years to come.

Exhibition Concept
It is our intention to produce the Second annual Art Africa Miami Arts Fair 2012 during Art Basel Miami
2012. Our inaugural Art Africa Miami Arts Fair 2011 set a precedent for culture and the arts in Historic
Overtown, harkening back to its past as the epicenter of African American cultural expression. Our hope
is to continue that tradition with the aid and support of the Miami CRA as we coordinate and prepare
our community for the second annual Art Africa Miami Arts Fair 2012.
Art Africa Miami Arts Fair received acclaim from many of its visitors and a number of media outlets such
as the Miami Herald, Hampton News, Flavor Magazine, and Miami New Times, a testament to its success
and the salience of its affect on our community. Our intent is to establish an annual tradition which, not
only serves as a catalyst, spurning a cultural renaissance, but reinforcing the Miami CRA's current
initiatives to facilitate positive growth and development in our community such as SHOP.DINE.EXPLORE
and BELIEVE. Art Africa Miami Arts Fair is one way we can INSPIRE, EMPOWER AND TRANSFORM our
community.
Art Africa Miami serves as a vital part of Miami's growing cultural scene as it fills a gap not yet filled in
the nine year history of the Giant that is Art Basel Miami. Each year Art Basel Miami attracts a multitude
of art buyers, collectors, curators and gallery owners to our fair city. It draws over a half million visitors,
offers more than 5,000 gallery venues and creates over $2.5 billion in sales revenue over the seven day
event. The number of museums, galleries, and studios that proffer this wealth of visual art continue to
increase exponentially each year and in response, the visitors and the revenues they bring to the
community at large also continue to increase. In short, Art Basel is the world's pre-eminent
contemporary art fair whose cultural significance and revenue generating ability cannot be under
estimated.
However, as South Florida temporarily transforms into the international Mecca for art during Art Basel,
the local Black art community has failed to establish a significant presence in the expo. Nine years after
the launch of the first Art Basel Miami, there exists a relatively small number of galleries that exhibit art
from the African Diaspora, and these venues tend to be found here and there, scattered in various
smaller art spaces throughout the city. The paucity of venues during Basel week that support and/or
promote African art does a disservice to the fair itself and the city which hosts it.
To that end, learning from the strengths and weaknesses of our 2011 installation, ThelkbanCollective and Art
Africa Miami began its efforts immediately following its inaugural event to prepare an even more
exciting Art Africa Miami 2012. Art Africa Miami Arts Fair will be hosted in a tent/container hybrid
model pavilion, which is sure to draw the curiosity of art enthusiasts, collectors, and aesthetes alike. This
will give our fair goers and exhibitors an opportunity to experience an unparalleled body of work
selected by a jury of art professionals whose contributions to the art world are extensive and of critical
importance to both seasoned and emerging artists and galleries alike.

Additionally, we have engaged the assistance of a number of persons and institutions which will serve in
several important roles and capacities. Our curators, Babacar M'bow and Helmut Schuster, whose
contributions to the art world are extensive, are working diligently to present the best art work
stemming from the Global African Diaspora. Also, local universities such as Florida International
University are playing an instrumental role to establish frequent local exhibitions in addition to curating
a thought provoking lecture panel, which will serve to place Historic Overtown in the center of ongoing
cultural and academic dialogue, adding yet another layer of tangible opportunity for the empowerment
of this wonderful community.
To ensure the presentation of the finest contemporary art emanating from the Diaspora, we've also
assembled a selection committee responsible for identifying the works that will be exhibited from the
number of entries that will be submitted to Art Africa Miami in response to our "Call to Artists" which
was dispensed globally through several online platforms such as facebook, twitter, Creative, Africa,
South America, and Caribbean Networks, and many more. Our Deadline for submissions is September
24th and we've already received a number of promising entries.
It is our belief that Historic Overtown, as the bygone epicenter of Black Arts and Culture, serves as the
perfect venue for the establishment of this yearly celebration of the very best cultural capital emanating
from the African Diaspora; a first class event bridging Historic Overtown's swinging past with its elegant
future. Fair goers will have the opportunity to Shop, Dine and Explore the best of Overtown's
commercial businesses as we venture to engage local vendors by offering Art Africa Specials during the
run of the event.
As our marketing efforts continue through the end of Art Basel, a projected 50,000 guest are expected
to adorn Overtown and Art Africa Miami Arts Fair's tent during Art Basel. We, therefore, see Art Africa
Miami Arts Fair as an opportunity for capital growth and sales for many local businesses. This will prove
a mutually beneficial business model for both our local small businesses, Miami CRA, and Art Africa
Miami.
By advancing both local and global African, African -American and Afro -Caribbean artists, Art Africa
Miami can create a wider audience and broaden the scope of opportunities available to the artists,
galleries and local small businesses that participate in the successful fruition of Art Africa Miami Arts fair.
We seek to transform, educate and enlighten the international community to the depth and breadth of
art emanating from our local Black community, allowing artists from the Diaspora a chance to leave their
distinct mark on Art Basel and the international art clientele which it attracts.
Currently we are inviting artists, curators and gallerists to exhibit in this landmark effort and as you are a
member of this esteemed group, we look forward to your participation.

Project Particulars
The Venue
Art Africa Miami Arts Fair in the historic Overtown section of downtown Miami. This event will be held
during the week of the International Art Basel Fair, the most prestigious art show in the Americas. The
city of Miami is expected to host over 46,000 international visitors, including 1400 members of the
media and over 130 museum groups.
The fair tent will be partitioned into twelve to fifteen galleries/exhibition booths situated in the center
of the tent, where individual artists will showcase painting, sculpture, textiles, photography, and design
objects. The tent will also be flanked by 8 containers which will house the collections of participating
galleries and/or institutions. There will be a large lounge hosted by Black Art in America which will
contain an installation created by Black Art in America. Flooring may be either plywood or carpet over
plywood.
Fees
In the spirit of commitment to our community and in appreciation for our community's support of Art
Africa Miami in our second year, we are working diligently to garner sponsorship to waive the
customary Exhibitor fee for our inaugural artists' entries. We will also significantly reduce the
commission which is typically assessed on any sales stemming from participation in the exhibition. The
reduced commission will be set at a rate of 20% of the sale price of any item sold during the Exhibition.
Participating Galleries and Institutions can purchase an 8' x 40' x 9' Container to exhibit their collections.
Individuals can also purchase space in the form of 4' panel units.
Exhibition Catalog
The Art Africa Miami exhibition will produce a catalog documenting the artists and their work. We ask
that each artist provide a headshot, short biography and artist statement, along with images of the work
which they will exhibit. All images should be accompanied by a title, media, size and date created.
Installation
All participating artists are responsible for the transportation and installation of their artwork to and
from the exhibition. Installation will begin Wednesday, November 28th at 11:00am and must be
completed by noon Wednesday December 5th. Additionally, at the close of the exhibition, participating
artists will be required to dismantle/remove any artwork and other items from their assigned
gallery/exhibitor booths by 7:00pm Monday December 10th

Art Africa Marketing Strategy
It is our intent to enter into formal agreements with several of our partners assisting us
in our efforts to create this wonderful event Art Africa Miami during Art Basel Miami.
The partnership arrangement seeks to Zink the three areas of importance that would
make the event meaningful, attractive, successful, and add another flavor to the
ambience of Art Basel Miami. This includes institutions such as museums, academic
institutions, artists, curators, galleries, etc.
Museum
We have identified two local and two national museum/gallery organizations that've
been in discussion with Art Africa to play some role in the execution of the exhibition:
MOCA, Bernice Steinbaum Gallery, the Little Haiti Cultural Center locally, and nationally
MOCADA, and the Saint Louis Art Museum in St. Louis, MI. We see these organizations
lending their expertise in areas such as curatorship, art discussion panels, multi -media
interactive installations, and general advisement to this important artistic cultural event.
Academia
We are also actively engaged with local academic institutions which include the art and
art history, special collections, and design departments of Florida International
University, and Florida Memorial University. This is to engage local participants from
local student bodies and professors to be engaged with this important event.
Media:
Our media outreach efforts include our partnership with Legacy Magazine/ Miami
Herald, Sun Sentinel, and Palm Beach Post, Circle of One Media, Black Art in America,
local radio stations such as Hot 105 which streams the Michael Baisden and Tom Joyner
shows.
Social Media
Art Africa Miami has begun its efforts to garner the public's awareness of our efforts
through various social media platforms, such TheUrbanCollectlye website, Black Art in America,
Facebook, Twitter, Black Art in America, and our very own Art Africa Miami website.
Local and International Art Fairs
It is also our desire to link Art Africa Miami to established national and international
fairs such as Art Basel Miami, International Black Fine Arts Fair and Caribbean Fine Arts
(CAFA) Fair. We have engaged in a partnership with CAFA fair, which celebrates the
cultural traditions of the Caribbean, and will exhibit work selected by CafaFair's curator
in addition to work of the Jamaican Masters curated by Babacar M'bow in
commemoration of Jamaica's fiftieth year anniversary of independence.
Revenues Projection
Based on last year's attendance to the Art Fairs during Art Basel weekend, where over
200,000 people came through various art venues throughout the city, spending in
excess of over $250 million, Art Africa in its inaugural outing, became a part of that mix,
garnering a testimony which anticipates Art Africa Miami 2012.
At this time, we have completed our sponsorship package which seeks to raise
$100,000. The categories of sponsorship are as follows:
• Ruby sponsorship $15,000
• Sapphire at $10,000
• Amber at $5,000
• Onyx at $2,000
All of the above sponsor categories include wonderful opportunities and benefits to be
associated with and a part of what we are billing as the heart and soul of Art Basel
Miami.
We currently have a number of grant applications pending approval of funding totaling
over $150,000.00 from the following government and non -government agencies: City of
Miami, Miami -Dade County, Visitors and Conventions Bureau, Miami -Dade County
Department of Cultural Affairs, and Miami Arts and Entertainment Council. We have
( also developed our gallery layout to support the exhibitions of international, national,
and local over 30 galleries and over 50 artists within a 5,000 square foot facility. The
layout also accommodates a VIP lounge, a multi -media installation, and several liquor
sponsor booths. We are anticipating this year, over the five day period of activities, to
be visited by over 75,000 patrons.
We have completed the design development of our printed materials, pending printing.
They are the Art Africa Miami sponsor package, T-shirts, various signage, pole banners,
site banners, flyers, and posters. The Cut off date for receipt of all pertinent materials
for catalog and exhibition is September 24th, 2012.
