Subject: Renewal of the Grant Agreement with Human
Resource Staffing of Miami, Inc. for a job
creation/training program.

BACKGROUND:
It is recommended that the Board of Commissioners of the Southeast Overtown/Park West Community
Redevelopment Agency ("CRA") approve and adopt the attached Resolution authorizing the renewal of a grant
agreement in an amount not to exceed $200,000 with Human Resource Staffing of Miami, Inc., to manage and
operate a job creation/training program that will provide beautification and landscape maintenance services of
various locations throughout the redevelopment area.
On April 8th, 2011, the CRA submitted a Request For Proposals to manage and operate a job creation/training
program that would provide litter clean-up, trash pick-up, graffiti removal, landscape installation and
maintenance, sidewalk pressure cleaning, street sweeping and clean-up, and general paint maintenance to
include street Tight and utility poles. A selection committee was formed to evaluate all proposals submitted, the
committee found Human Resource Staffing of Miami, Inc. to be the number one ranked firm.
JUSTIFICATION:
The 2009 Amended Redevelopment Plan recognizes that the attraction of private investment is dependent on
the redevelopment area being clean and safe. Additional resources to help augment the regularly scheduled
trash pick-up and maintenance are needed to accomplish this goal. This program will be modeled after the
program that is in use by the Miami Downtown Development Authority ('DDA"). DDA's Downtown Enhancement
Team ("DET") has been successful in providing additional manpower and resources in keeping Downtown clean
and graffiti free.
Section 2 Goal 4/Principle 4, at pages 11 and 14, of the 2009 Southeast Overtown/Park West redevelopment
Plan lists the "[creation of] jobs within the community," and providing "variety in job options," as a stated
redevelopment objective.
Section 2 Goal 6/Principle 10 at pages 16, of the Plan lists the "[i]mproving the quality of life for residents" and
"[m]aintenance of public streets and spaces has to occur...to show that the community is cared for," as a stated
redevelopment objective
This Resolution carries out these objectives.
