A RESOLUTION OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT
AGENCY, WITH ATTACHMENT(S), RECOMMENDING APPROVAL OF THE SOUTHEAST
OVERTOWN/PARK WEST DEVELOPMENT OF REGIONAL IMPACT ("SEOPW DRl") INCREMENT III
DEVELOPMENT ORDER; RECOMMENDING APPROVAL OF THE PROPOSED AMENDMENT TO
UPDATE THE SEOPW DRI MASTER DEVELOPMENT ORDER; RECOMMENDING APPROVAL OF
THE PROPOSED AMENDMENTS TO UPDATE CHAPTER 13 AND CHAPTER 14 OF THE CODE OF
THE CITY OF MIAMI FOR CONSISTENCY WITH THE SEOPW DRI INCREMENT 111 DEVELOPMENT
ORDER AND SEOPW DRI MASTER DEVELOPMENT ORDER; DIRECTING THE EXECUTIVE
DIRECTOR TO REQUEST THE CITY OF MIAMI MANAGER TO CARRY OUT THE REQUIRED
PUBLIC HEARINGS FOR.APPROVAL OF THE SEOPW DRI INCREMENT III DEVELOPMENT
ORDER, APPROVAL OF THE AMENDED SEOPW DRI MASTER DEVELOPMENT ORDER,
APPROVAL OF THE AMENDMENTS TO CHAPTER .13 AND CHAPTER 14 OF THE CODE OF THE
CITY OF MIAMI AND TO TRANSMIT SUCH APPROVALS TO THE SOUTH FLORIDA REGIONAL
PLANNING COUNCIL; AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE ALL
DOCUMENTS NECESSARY FOR SAID PURPOSE, IN A FORM ACCEPTABLE TO GENERAL
COUNSEL.
WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") is responsible for
carrying out community redevelopment activities and projects within the Redevelopment Area in accordance with its
approved Redevelopment Plan; and
WHEREAS, the Board of Commissioners, by Resolution No. CRA-R-08-0043, passed and adopted on August 27,
2008, authorized a professional servicesagreement, in an amount not to exceed $743, 500 to The Curtis Group, to program
Increment 111 of the SEOPW DRI Master Development Order; and provided .an option to include the expanded CRA
boundaries and/or the Miami World Center project at an additional costs contingent upon approval by the Board of
Commissioners; and
WHEREAS, the Board of Commissioners, by Resolution No. CRA-R-09-0010, passed and adopted on January 26,
2009, authorized exercise of the option to expand the agreement with The Curtis Group for implementation of Increment 111 of
the SEOPW DRI Master Development Order to include review of the Miami World Center Project as a development of
regional impact, at a cost not to exceed $500,000, for a total project cost not to exceed $1,243,500; and
WHEREAS, the Board of Commissioners wishes to approve the SEOPW DRI Increment III Development Order;
approve the proposed amendment to update the SEOPW DRI Master Development Order; approve the proposed
amendments to update Chapters 13 and 14 of the Code of the City of Miami for consistency with the SEOPW DRI Increment
111 Development Order and SEOPW DRI Master Development Order; and
WHEREAS, the Board of Commissioners wishes to direct the Executive Director to request the City of Miami
Manager to carry out the required public hearings for approval of the SEOPW DRI Increment 111 Development Order,
approval of the proposed amendment to the SEOPW DRI Master Development Order, approval of the proposed
amendments to Chapters 13 and 14 of the Code of the City of Miami, and to transmit such approvals to the South Florida

Regional Planning Council.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE SOUTHEAST
OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and
incorporated herein as if fully set forth in this Section.
Section 2. The SEOPW DRI Increment 111 Development Order and proposed amendments to the SEOPW DRI
Master Development Order and to Chapters 13 and 14 of the Code of the City of Miami for consistency with the SEOPW DRI
Increment III Development Order has been approved.
Section 3. The Executive Director is authorized to request the City of Miami Manager to carry out the required
public hearings for approval of the SEOPW DRI Increment III Development Order, and approval of the proposed
amendments to the SEOPW DRI Master Development Order and to Chapters 13 and 14 of the Code of the City of Miami,
and to transmit such approvals to the South Florida Regional Planning Council.
Section 4. The Executive Director is authorized to execute all documents necessary for said purpose, in a form
acceptable to General Counsel.
Section 5. This resolution shall become effective immediately upon its adoption.
