Woods, III Executive Director Subject: Resolution authorizing the Executive Director to engage in negotiations for a professional services agreement with WLS, L.C., d/b/a NIA Miami Commercial Real Estate Services Worldwide to provide property management services for the Overtown Shopping Center References: Enclosures: Supporting Documentation; Legislation BACKGROUND: It is recommended that the Board of Commissioners of the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") approve and adopt the attached Resolution authorizing the Executive Director to enter into negotiations for a professional services agreement between the CRA and WLS, L.C., d/b/a NIA Miami Commercial Real Estate Services Worldwide, to provide property management services as described in the Request for Proposals 12-001, issued May 1st, 2012, for the Overtown Shopping Center, located at 1490 NW 3`d Avenue. The Board of Commissioners, pursuant to CRA-R-12-0018, issued on March 29, 2012, authorized the Executive Director to accept the transfer of title from the City of the Overtown Shopping Center. The CRA issued Request for Proposals No. 12-001 for the Overtown Shopping Center Commercial Building Management, on May 1st, 2012. Four (4) qualification packages were received and evaluated by a selection committee based on the requirements of the RFP. The selection committee recommended that negotiations proceed with the top ranked proposer. JUSTIFICATION: Section 4, at pages 62 through 65, of the 2009 Southeast Overtown/Park West Redevelopment Plan identifies the West Overtown Neighborhood Center, generally bounded by N.W. 22ND Street on the north, 1-395 Overpass on the south, N.W. 1st Place on the east, and N.W. 4th Avenue on the west, as a redevelopment focus/project area ("Focus Area"). The Focus Area is intended to serve as a "starting point" for projects within the Redevelopment Area, with redevelopment expenditures and efforts ". .. [focused] in small areas to totally transform them ... ". The property located at 1490 NW 3rd Avenue, Miami, Florida ("Overtown Shopping Center") is within the Focus Area, and owned by the City of Miami ("City"). Goals 2, 4, and 6, at page 11, of the 2009 Southeast Overtown/Park West Redevelopment Plan, lists "expanding the tax base through the use of Smart Growth planning principles"; "creating jobs within the community"; and "improving the quality of life for residents," as stated redevelopment goals. Principle 1, at page 13, of the 2009 Southeast Overtown/Park West Redevelopment Plan, states "Neighborhood -serving commercial uses, such as pharmacies, grocery stores, bank branches, dry cleaners, restaurants, day care facilities, and entertainment establishments... should be incorporated into the neighborhood fabric to serve the population..." This Resolution carries out these objectives.
