Woods, III Executive Director Subject: Landscape and Irrigation Maintenance Agreement with Howard and Howard Property Management, Inc. References: Enclosures: Supporting Documentation, Legislation BACKGROUND: It is recommended that the Board of Commissioners of the Southeast Overtown/Parkwest Redevelopment District Community Redevelopment Agency ("CRA") approve and adopt the attached Resolution authorizing the execution of a professional services agreement between the CRA and Howard and Howard Property Management, Inc. to provide landscape and irrigation maintenance services on CRA owned properties and public rights -of -ways maintained by the CRA for a period of one (1) year, at a total cost not exceed $42,000 with the option to renew for two (2) additional one (1) year periods. Currently, the CRA has an agreement for landscape maintenance with SFM Services, Inc. and this agreement was executed and renewed continuously since 2010. The original scope of services did not include provisions for additional properties acquired by the CRA, nor did it include the maintenance of the irrigation systems located on many of the CRA properties. On March 9th, 2012, the CRA issued a Request for Service 12-03 for landscape maintenance services. On March 30th, 2012, the CRA received nine (9) responsive bids. At the last CRA board meeting, staff was directed to take into consideration locality preference for future bids. In this case staff is recommending Howard and Howard Property Management, Inc. as the lowest responsive "local" bidder for this solicitation. For reference, this bid price is lower than the previously contracted amount with our current vendor and includes an increased scope of work. JUSTIFICATION: Section 2, Goal 6/Principle 10, at pages 11 and 16, of the 2009 Southeast Overtown/Park West Redevelopment Plan, lists "[i]mproving the quality of life for residents," and the "[m]aintenance of public streets and spaces ... in a consistent manner ...," as stated redevelopment goals. This Resolution carries out these objectives. FUNDING: Funds to be allocated from SEOPW Tax Increment Fund, "Other Contractual Services," Account Code No. 10050.920101.534000.0000.00000.
