Sarnoff and Members of the CRA Board From: Pieter A. Bockweg Executive Director Date: February 17th, 2012 File: 12-00185 Subject: Resolution to Increase Total Funds Granted to City for Demolition of Cafe Building at Bicentennial Park. References: Enclosures: Supporting Documentation; Legislation BACKGROUND: It is recommended that the Board of Commissioners of the Omni Redevelopment District Community Redevelopment Agency ("CRA") approve and adopt the attached Resolution authorizing additional funding for the demolition of the Cafe Building, its adjoining structures and the fountain structure at Bicentennial Park, to increase the total funds by $37,173.38. The Board of Commissioners, by Resolution No. CRA-R-10-0043, passed and adopted on May 13, 2010, allocated $69,957.00 in funds to demolish and remove the Cafe building at Bicentennial Park. Of the $69,957.00, $47,000.00 was allocated as a grant to the City of Miami Building Department for the building demolition/disposal services and the remaining $22,957.00 in funds was allocated for the grading and tree removal associated with the demolition activities. The $47,000.00 allocation was based on a City's Building Department contract amount (per square foot cost) for the demolition and an estimated cost for the debris disposal. Due to an unforeseen amount of debris hauling and disposal, the hauling and disposal costs exceeded the original estimated amount for which the City of Miami Building department is seeking reimbursement. The $22,957.00 allocation for the grading and tree removal came in under budget and the actual cost associated with these activities was $10,401.24 leaving a surplus in the amount of $12,556.76 for this activity. Therefore, the actual additional funding required for the Cafe building demolition is $37,173.38. JUSTIFICATION: Sections 1, 4 and 5, on page 41, of the OMNI redevelopment plan lists the provision to provide greater connectivity, create opportunities for new development through improvements to the public realm and provide incentives and strategies for public/private development. FUNDING: Funds from Omni Tax Increment Fund, "Other Contractual Services," Account Code No. 10040.920101.534000.0000.00000.
