HomeMy WebLinkAboutCRA-R-12-0021City of Miami Legislation CRA Resolution: CRA-R-12-0021 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 12-00165 Final Action Date: 3/29/2012 A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY AUTHORIZING AN EXPENDITURE OF FUNDS IN AN AMOUNT NOT TO EXCEED $15,000 FOR DIRECT COSTS ASSOCIATED WITH THE 2012 COMMUNITY SHOWCASE OF THE AMERICAN BLACK FILM FESTIVAL, TO BE HELD WITHIN THE REDEVELOPMENT AREA FROM JUNE 20, 2012 THROUGH JUNE 24, 2012; FURTHER AUTHORIZING THE ISSUANCE OF A GRANT, IN AN AMOUNT NOT TO EXCEED $50,000 TO FILM LIFE, INC., TO SUPPORT THE 2012 COMMUNITY SHOWCASE, PROVIDE NETWORKING, REFERRAL, AND ADVERTISING OPPORTUNITIES THROUGH ITS MEDIA AND FILM INDUSTRY PARTNERSHIPS TO PROMOTE FILM RELATED OPPORTUNITIES WITHIN THE REDEVELOPMENT AREA ; AUTHORIZING THE EXECUTIVE DIRECTOR TO DISBURSE THE GRANT ON A REIMBURSEMENT BASIS OR DIRECTLY TO VENDORS, UPON PRESENTATION OF INVOICES AND SATISFACTORY DOCUMENTATION; AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE ALL DOCUMENTS NECESSARY FOR SAID PURPOSE, IN A FORM ACCEPTABLE TO GENERAL COUNSEL; ALLOCATING FUNDS FROM SEOPW TAX INCREMENT FUND, "OTHER GRANTS AND AIDS," ACCOUNT CODE NO. 10050.920101.883000.0000.00000. WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") is responsible for carrying out community redevelopment activities and projects within its Redevelopment Area in accordance with its approved Redevelopment Plan; and WHEREAS, Section 2, Goal 5 and Principle 6, at pages 11 and 15, of the 2009 Southeast Overtown/Park West Redevelopment Plan, lists " [p]romotion and marketing of the community," and promotion of "local cultural events, institutions, and businesses" as stated redevelopment objectives; and WHEREAS, through the CRA's marketing of the 2012 Community Showcase of the American Black Film Festival, the CRA will cause the promotion of local businesses, cultural facilities, and restaurants within the Redevelopment Area WHEREAS, the CRA's marketing of the 2012 Community Showcase of the American Black Film Festival will include promotion of real estate development and business funding opportunities to encourage reinvestment within the Redevelopment Area with a focus on enticing film industry related entities to locate within the Redevelopment Area; and WHEREAS, the Board of Commissioners wishes to authorize an expenditure of funds in an amount not to exceed $15,000 for direct costs associated with the 2012 Community Showcase of the American Black Film Festival; WHEREAS, the Board of Commissioners wishes to authorize the issuance of a grant to Film Life, Inc., in an amount not to exceed $50,000 to support the 2012 Community Showcase, and provide networking, referral, and advertising opportunities to promote film industry related opportunities within the Redevelopment Area, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA: City of Miami Page 1 of 2 File Id: 12-00165 (Version: 1) Printed On: 11/3/2022 File Number: 12-00165 Enactment Number: CRA-R-12-0021 Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated herein as if fully set forth in this Section. Section 2. The expenditure of funds in an amount not to exceed $15,000 for direct costs associated with the 2012 Community Showcase of the American Black Film Festival to be held within the Redevelopment Area from June 20, 2012 through June 24, 2012, is authorized. Section 3. A grant, in an amount not to exceed $50,000 to Film Life, Inc. to support the 2012 Community Showcase and to provide networking, referral, and advertising opportunities to promote the film industry related opportunities within the Redevelopment Area, is authorized. Section 4. The Executive Director is authorized, at his discretion, to disburse the grant on a reimbursement basis or directly to vendors, upon presentation of invoices and satisfactory documentation. Section 5. The Executive Director is authorized to execute all documents necessary for said purpose, in a form acceptable to General Counsel. Section 6. Funds to be allocated from SEOPW Tax Increment Fund, "Other Grants and Aids," Account Code No. 10050.920101.883000.0000.00000. Section 7.
