The Overtown Rhythm & Arts Festival, planned and implemented by volunteers and local leaders of the Overtown Community, celebrates the rich history of one of Miami's earliest settlements. Set on the charming main street of NW 3rd Avenue between 9th and 11th Streets in the Historic Overtown District, this one -day annual festival comes alive for the second year on February 25, 2012 from 10:00 a.m. to 5:00 p.m. with local art, food, and entertainment. Along with bringing music and art back to the streets of Overtown, the Festival promotes economic development in this rebounding community in the heart of Miami by bringing a broad and diverse audience to the doorsteps of local shops and businesses participating in the event. The inaugural Overtown Rhythm and Arts Festival in April 2011 attracted over 1,000 people to the streets of Overtown, where they enjoyed delicious food, a local art show and music from multiple Grammy award -winning jazz trumpeter Roy Hargrove, the renowned Nicole Yarling 4-Tet, Second Chance Gospel Choir, SASA African Dance Theater, jazz ensemble instant Attraction, the Booker T. Washington High School Marching Band, and the South Florida Hip Hop group Vagabonds. This year's event will feature an equally strong lineup of local and national artists, including a return of crowd -pleasing local gospel choir and marching band talent. Overtown food vendors will treat festival goers with authentic BBQ and southern cooking, Caribbean flavors, and locally grown produce. Additionally, the Overtown Rhythm & Arts Festival will showcase works of art from Overtown's rich past together with new works by local artists from the neighborhood. Admission to the festival is free. 3.4Ahout Otartown About Overtown m&artsffivl Overtown is one of Miami's earliest historically black communities. The area's first settlers were black workmen who followed the FEC railroad south as it was extended from Palm Beach to Miami. The area we now know as Overtown was originally called Colored Town and was designated by Henry Flagler and Julia Tuttle as the location for black laborers and their families to live. Black men provided the primary labor force for building Miami and as a result the history of Overtown is inextricably and permanently linked to the story of Miami, "The Magic City". "Colored" Miami began to flourish as a community. By 1905 Colored Town's Avenue G now known as NW 2nd Avenue and immediate areas had many first class stores and shops. The area grew to include restaurants, grocery stores, barber, beauty, tailor and dressmaker shops, doctor and law offices, a milliner, local insurance company, and a "soda water" bottling company called Cola Nip. it became a tourist and entertainment destination not only for local blacks, but people of African descent from around the country. White tourists and white residents frequented this neighborhood to enjoy the entertainment, to partake of the exotic foods, and to listen to popular as well as gospel music. Overtown was both nationally and internationally recognized. it was commonly referred to as "Miami's Little Broadway" and rivaled the Harlem night scene of New York. Famous, artistes of the day such as Ella Fitzgerald, Duke Ellington, Billie Holiday, Count Basle, Sarah Vaughn, Aretha Franklin, Etta James, The impressions, Brook Benton, Red Foxx and a host of others, performed and stayed in Overtown's clubs and hotels. Some of the clubs that provided lively night life were The Sir John Knight Beat Lounge and Hotel, The Carver Hotel, The Rockland Palace, The Dorsey, The Marsha Ann and The Lord Calvert. The Festival is to feature music, art, local vendors and food to serve as way to highlight Overtown's local business and artistic community, therefore serving as an economic engine for the area and a source of pride for its residents. Funds are requested to support the Second Annual Overtown Rhythm and Arts Festival; a one day open - street music and arts festival to be held. on June 23, 2012 in Overtown, on NW 3'' Avenue between 9th Street and 11`h Street. Admission to the Festival is free. Visitors to the Festival will see Overtown's Business District transformed into a showcase of local artists and food vendors while enjoying jazz, gospel and hip hop being performed by local and nationally recognized musicians. From the onset of the project, the Team was sensitive to Overtown's culture, heritage and musical history. To that end, every aspect of the Festival (music, art and food) has been carefully selected to celebrate Overtown's rich history and culture while accomplishing these goals: 1) Shining light on the Overtown community, 2) Stimulating economic development, 3) showcasing the history, culture, music art and food of Overtown and 4) creating excitement and opportunity for and about the community. The CRA should provide funding for this project at the heart of this project, is a fervent desire to bring Overtown out of the darkness and into the light the same way Downtown, the Design District and the Omni neighborhood have become places to enjoy art, fine dining and shopping. But unlike these recently revitalized areas, Overtown possesses a rich history in music and culture, the Lyric Theatre and a business community looking towards a promising future. Organizational History The Overtown Rhythm & Arts Festival is the brainchild of Magic in Action, also known as Team 5 (Team), which was formed in the Greater Miami Chamber of Commerce's 2010-2011 Leadership Miami Program. The Team was comprised of 16 members of diverse backgrounds which included banking, accounting, public relations, marketing, real estate development, legal, hospital management, government and construction. Given the size of the Team, it was agreed early on to divide split the team into working groups or committees which were: 1) Logistics/Project Management, 2) Budgeting/Accounting & Evaluation, 3) Community Outreach, 4) Marketing/Advertising, 5) Volunteer Coordination, 6) Sponsorship/Fundraising and 7) Program Activities. Each committee was responsible for planning and managing the required tasks and reporting back to the team at the weekly meetings. However, it should be noted that as the project progressed and relationships were established, the committees also included members of the Overtown community which included community activists and business owners. Due to the inherent nature of the project, the Team knew that to bring the project to fruition, i.e., to have a successful festival, it was paramount to have the community's trust and involvement. In addition, the Tearn reached out to local government officials, the SEPOW CRA, the NET Office and the Black Archives not only to endorse the project, but also to provide financial support. As such, the first Overtown Rhythm and Arts Festival took place on NW 3'd Avenue between 9`h Street and 111 Street on April 9th, 2011. It' success is due to the combined efforts of 16 committed individuals working with the Overtown community for the betterment of the Overtown. Initially, the target audience of the Overtown Rhythm and Arts Festival can be described as Overtown residents, jazz enthusiasts, arts lovers and Overtown supporters in general. However, given the mission statement of the Festival, the target audience should be broadened to all residents in the greater tri-county (Miami -Dade, Broward and Monroe) metropolitan areas. The Festival should be a vehicle that generates economic development in Overtown, promotes local artists, food vendors and musicians. While the musical performers, food vendors and artists have not been finalized at the moment, the 2012 Festival will include 6-7 musical acts (depending on funding, the headliner could be a nationally recognized artist) ranging from jazz to gospel to hip -hop. As for the artists, the festival organizers will contact the eleven (11) artists (Addonis Parker, Nzingah Oniwosan, Nilo Davis, Wanda Paulette, Winsome Bolt, Darren Watson, Rodney Royal, Bayu nga Kialeuka, Allen Laird, Robert McKnight and Gail Alexander) that participated in 2011 as well as others. The funds requested will cover the costs of the musical performers including but not limited to backstage accommodations, transportation, food, etc. As for the participating artists and food vendors, the cost of the tent/table/chairswill be waived as it was done in 2011, 1 Sponsorship 2 Fundraisers 3 Grants 3 Individuals 4 In -Kind 5 Miscellaneous Amount $60,000 $10,000 $75,000 $5,000 $59,715 $5,000 e:s_ xD ':'•..:.aw :V?i:••_-.M It ;•rF'r .u:.r..e 7 Talent 8 Logistics 9 Marketing 10 Miscellaneous 11 Pageant 12 Fundraising 13 Fiscal Agent .,.• dry_ i' .......\I.5T ,r a.;:.•t.-rtr •..w.;7r' i4vEn 5sie ;.Pr csNAOr i#,t6j:}Y"3rf+i_7'ink}_%tF:.'bt.•'.i7!'+Y?:.>.uli'7:.'.::43 i:ky-i'n : Si.fnsfJ:•.. i.+F $86,500 $59,349 $27,950 $10,000 $9,670 $11,964 $7,286 •' •'ilxF>$r' i .'' iti'1.'L't•.'i•.i H: *{'i$: ,,.:'.1•F1:9n 5'
