BACKGROUND:
It is recommended that the Board of Commissioners of the Southeast Overtown/Park West Community
Redevelopment Agency ("CRA") approve and adopt the attached Resolution authorizing the Executive Director
to extend the reverter right contained in the Special Warranty Deed to St. John Community Development
Corporation ("St. John CDC") for properties 243 NW 13TH Street, 235 NW 13TH Street, and 1311 NW 2ND Court,
Folio #'s 01-3136-036-0100, 01-3136-036-0090, and 01-3136-036-0070, respectively, for purpose of the design
and construction of a mixed use project ("Lyric Village Project"), for 8 years, from the June 12, 2009.
JUSTIFICATION:
The Board of Commissioners of the Southeast Overtown/Park West Community Redevelopment Agency, by
Resolution No. SEOPW/CRA R-03-35, passed and adopted on April 28, 2003, authorized the execution of a
Settlement Agreement between the City of Miami, the CRA and St. John CDC, which included the transfer of
properties, 243 NW 13th Street, 235 NW 13th Street, and 1311 NW 2nd Court, Folio #'s 01-3136-036-0100, 01-
3136-036-0090, and 01-3136-036-0070, respectively, for the purpose of the design and construction of a mixed
use project ("Lyric Village Project").
The Special Warranty Deed provides that if St. John CDC has not commenced construction of the Lyric Village
Project by June 12, 2009, the properties automatically revert to the CRA.
The Lyric Village Project is a public/private undertaking between St. John CDC and the CRA. St. John CDC has
not been able to commence the Lyric Village Project, due to circumstances out of the control of the CRA and St.
John CDC. Currently St. John CDC is engaged designing the Lyric Village Project.
Goal 3, Principals 2 and 3, at page 14 of the Plan state that the CRA strive to provide affordable housing to
accommodate existing and future residents of the redevelopment area.
Section 2, Goal 1/Principle 8, at pages 11 and 15, of the 2009 Southeast Overtown/Park West Community
Redevelopment Plan, lists "[p]reserving historic building and community heritage;" and that "[Oder buildings that
embody the area's cultural past should be restored;" as stated redevelopment goals.
A stated redevelopment principle of the 2009 Southeast Overtown/Park West Community Redevelopment Plan
is "...the support and enhancement of existing businesses and local entrepreneurs and the attraction of new
businesses that provide needed services and economic opportunities," Principle 6, at page 15.
Another redevelopment principle of the 2009 Southeast Overtown/Park West Community Redevelopment Plan
is "streets and buildings must be attractive," Principle 10, at page 16.
This Resolution carries out these objectives.
