HomeMy WebLinkAboutCRA-R-12-0013 02-27-12 Legislation`.co OP • City of Miami Legislation CRA Resolution City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 12-00172 Final Action Date: A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY AUTHORIZING THE ISSUANCE OF A GRANT, IN AN AMOUNT NOT TO EXCEED $295,000, TO TOWN PARK VILLAGE NO 1, INC., TO UNDERWRITE THE COST ASSOCIATED WITH REPAIRS, IMPROVEMENTS AND 40-YEAR RECERTIFICATION OF THE AFFORDABLE HOUSING BUILDING LOCATED AT 1680 NW 4th AVENUE, MIAMI, FLORIDA 33136; AUTHORIZING THE EXECUTIVE DIRECTOR AT HIS DISCRETION, TO DISBURSE THE GRANT ON A REIMBURSEMENT BASIS, OR DIRECTLY TO SUPPLIERS AND VENDORS, UPON RECEIPT OF INVOICES AND SATISFACTORY DOCUMENTATION; AUTHRORIZING THE EXECUTIVE DIRECTOR TO EXECUTE ALL DOCUMENTS NECESSARY FOR SAID PURPOSE, IN A FORM ACCEPTABLE TO GENERAL COUNSEL; ALLOCATING FUNDS FROM THE SEOPWTAX INCREMENT FUND, "CONSTRUCTION IN PROGRESS", ACCOUNT CODE NO. 10050.920101.670000.0000.00000. WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") is responsible for carrying out community redevelopment activities and projects within its Redevelopment Area in accordance with its approved Redevelopment Plan; and WHEREAS, the structure at 1680 NW 4th Avenue, Miami, Florida 33136 is residential building comprising of 149 residential units, in the Southeast Overtown/Park West CRA area. Due to deferred maintenance, this structure does not meet the requirements for the 40-year recertification and is in need of immediate repairs to preserve this residential housing building and to meet the requirements of the South Florida Building Code; and WHEREAS, the Southeast Overtown/Park West Community Redevelopment Plan, goal 3, Principals 2 and 3, at page 14, state that neighborhoods should retain access to affordable housing and strive to provide a mix of market rate and affordable housing units and types, including rental units to accommodate existing and future residents of the redevelopment area; and WHEREAS, the Board of Commissioners wishes to authorize a grant to Town Park Village No 1, Inc., in an amount not to exceed $295,000, for repairs, improvements and 40-year recertification of this affordable housing building; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated herein as if fully set forth in this Section. The issuance of a grant to Town Park Village No 1, Inc., in an amount not to exceed $295,000, for repairs, improvements and the 40-year recertification of the affordable housing building at 1680 NW 4th Avenue, Miami, Florida 33136, is authorized. Section 3. The Executive Director is authorized, at his discretion, to disburse said funds on a reimbursement basis, or directly to suppliers and vendors, upon presentation of invoices and satisfactory documentation. Section 4. The Executive Director is authorized to execute all documents necessary for said purpose, in a form acceptable to General Counsel. Section 5. Funds are to be allocated from SEOPW Tax Increment Fund, "Construction in Progress," Account Code No. 10050.920101.670000.0000.00000. Section 6.
