We are pleased to submit this proposal for construction services on the aforementioned referenced project
located in Miami, Florida.
Palm Construction and Design Group, Inc. will perform the work outlined below:
A. Smoke Alarm Repair
- Install interconnected hard wired carbon monoxide smoke alarms in all units of each bldg. (i.e. -
147 units)
- No other smoke alarm work is included in this proposal.
B. Electrical Room Repair
Repair electrical rooms for each of the 18 buildings (i.e. - replace all main disconnects, meter
cans, panel boxes, etc.)
Provide new grounding to all electrical meter rooms.
Permit all electrical work.
No other electrical work is included in this proposal.
C. Exclusions

3. This proposal is based upon the observation of conditions. Conditions which could not be
known by a reasonable inspection, such as termite damage, hidden water damage, hidden code
violations, or other concealed conditions, may require extra labor or materials.
St. John CDC shall pay Palm Construction and Design Group, Inc. for the performance of completed
work, as authorized and outlined by this agreement. The contract sum is Two Hundred Ninety Five
Thousand Dollars, ($295,000.00).

Please find herewith our proposal in the amount of $325,486.00 to provide the Electrical Renovation
of the above project as below.
This price shall include the following:
• To replace all existing meter centers with new in each of the eighteen (18) buildings. The new
meter centers will need to be installed on the exterior of the building as the new ones will not
be able to fit under the stairs as currently installed.
• To install new main Disconnect switches for each meter centers. Subject to FPL approval.
• To provide new grounding system for each building.
• To provide smoke and carbon monoxide detectors in each apartment.
• To provide Manual Fire Alarm Systems in Buildings 11,13 and 17.
• All necessary electrical installation needed to complete the project in a workman like manner.
• All labor and materials for the complete installation.
• Any deviation from the plan shall constitute an extra above the cost or contract price.
• This proposal shall become an exhibit to the contract.
• All work shall be done in accordance with the Florida Building Code and the National Electrical
Code.

We are pleased to be able to submit our proposal for the above project. Our proposal
provides for the following.
To Supply and Install
1. New Main Disconnect Switches for each of the eighteen building as shown on
your site plan.
2. NEW Multi Meter Units under exterior stairs for the each building, with new
multi meter stack units. These will need to be installed on the exterior of the
stairs, replacing the existing units installed under the stairs.
3. The upgrading of the grounding system for each building
4. To install Smoke, Carbon Monoxide and combination Smoke/Carbon
Monoxide Detectors in each apartment within the complex.
5. Manual Fire alarm system for buildings 11, 13 and 17.
6. All material and labor required to provide a complete and working system

Some defects were found in the buildings that need to be repaired in order to make them safe.
EXIT lights and EMERGENCY lights need to be installed.
• Smoke detectors and Carbon Monoxide detectors need to be installed.
• Fire Alarm System installation needed in all the buildings with 10 or more units.
• Exposed wiring paws found inside some units. Ali the wiring need to be coverer:
• Some meter room boxes and gutters have improper lids.
One building is not in use due to damage suffered during a fire that tools place in 2006. All power meters in
that unit are missing and the building is not energized. A whole electrical inspection of that building by a
certified electrical contractor is required before re -energizing the building.

To meet the requirements for the Recertification, a minimum level of illumination in needed in parking lot,
for that reason, measurements will be performed

Despite the well general condition of the structure of the buildings, some defects were
found inside the units that should be repaired in order to make the units safe
• Interior paneling and painting.
• Roof tiles and/or carpets need to be repaired/replaced.
• Broken interior and closet doors need to be repaired/replaced
• Sorne windows glasses need to be replaced
One building is not in use due to damage suffered during a fire that tools place in
2006. The doors and windows of that building are blocked and access was not
possible to that building. A whole structural inspection of that building by a
certified contractor is required before re -using the building.
As a routine matter, in order to avoid possible misunderstanding, nothing in this report
should be construed directly or indirectly as a guarantee for any portion of the
structure. To the best of my knowledge and ability, this report represents an accurate
appraisal of the present condition of the building based upon careful evaluation of

Project Summary:
On June 9th and August 10 of 2010, a 40-year Inspection Report was prepared by Mr. Reinaldo
Remedios, P.E. at the request of the Town Park Village building management. A number of deficiencies
were outlined primarily dealing with life safety and electrical concerns. Some structural deficiencies
were noted, but no repairs were required in the report. According to conversations with building
management, some of the electrical deficiencies had been addressed including the installation of
emergency lighting (emergency, egress lighting, exit lights) and as units turnover, interior breaker panel,
electrical box covers and any exposed wiring within the apartment units is also being repaired.
In an effort to assist the building management of the Town Park Village property, CRA staff made some
field observations in conjunction with the review of the above mentioned report. Based on the
observations and review, below, please find a scope of work outlining the remaining electrical/life safety
deficiencies that need repair:

Electrical Room Repairs:
All building electrical rooms shall be repaired by replacing all electrical main disconnects, meter cans and
related panel boxes within the meter rooms for each of the 18 buildings. This shall include providing a
new main disconnect to each building, new meter cans, new panel boxes and provide new grounding to
all electrical meter rooms. All work shall be permitted and meet all code requirements. In general, the
existing mains indicated amperages between 400 and 600 amp services to each building, Some
photographs of the existing active meter rooms are attached for reference to the existing conditions.
Fire Alarm Systems:
A manual fire alarm system is required in buildings with more than 10 units and in this case shall be
installed in 3 of the 18 buildings. The manual fire alarm system for these three buildings shall meet all of
the code requirements and be designed, permitted and installed in accordance with all governing codes.
Smoke / Carbon Monoxide Detectors:
Smoke detectors shall be installed in all units as required by code. In general, all units shall have
interconnected hard wired smoke detectors, one in the vicinity of bedrooms and one for each separate
room used for sleeping. One carbon monoxide detector shall be installed in the kitchen area in the
vicinity of the gas appliances. The number of bedrooms can be provided by the building management.

Conclusion:
Attached for reference is a copy of the electrical and structural reports prepared by Mr. Reinaido
Remedios, P.E. Building management should have a minimum of 3 licensed electrical contractors and
fire equipment contractors provide pricing for the repairs associated with the 40-year recertification
process.
