A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE SOUTHEAST OVERTOWN/PARK
WEST COMMUNITY REDEVELOPMENT AGENCY AUTHORIZING A GRANT, IN AN AMOUNT NOT
TO EXCEED $50,000.00, TO THE BLACK ARCHIVES HISTORY AND RESEARCH FOUNDATION OF
SOUTH FLORIDA, INC., TO UNDERWIRTE THE COSTS OF IMPLEMENTING AND RUNNING THE
WARD ROOMING HOUSE AS A TOURIST DESTINATION TO PROMOTE THE HISTORIC AND
CULTURAL SITES WITHIN THE SEOPW REDEVELOPMENT AREA, FOR A TIME PERIOD NOT TO
EXCEED ONE YEAR; AUTHORIZING THE EXECUTIVE DIRECTOR, AT HIS DISCRETION, TO
DISBURSE THE FUNDS ON A REIMBURSEMENT BASIS OR DIRECTLY TO VENDORS, UPON
PRESENTATION OF INVOICES AND SATISFACTORY DOCUMENTATION; AUTHORIZING THE
EXECUTIVE DIRECTOR TO EXECUTE ALL DOCUMENTS NECESSARY FOR SAID PURPOSE, IN A
FORM ACCEPTABLE TO GENERAL LCOUNSEL; ALLOCATING FUND FROM THE SEOPW TAX
INCREMENT FUND, "OTHER GRANTS AND AIDS," ACCOUNT CODE NO.
10050.920101.883000.0000.00000.
WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("CRA")
is responsible for carrying out community redevelopment activities and projects within its
Redevelopment Area in accordance with its approved Redevelopment Plan; and
WHEREAS, at page 11, the Southeast Overtown/Park West Redevelopment Plan, lists
"preserving historic buildings and community heritage" as a redevelopment goal; and
WHEREAS, Section 2, Goal 5/Principle 6, at pages 11 and 15, of the 2009 Southeast
Overtown/Park West Redevelopment Plan, lists "promoting and marketing of the community," and
"promoting local cultural events, institutions, and businesses are to be promoted" as a stated
redevelopment goal; and
WHEREAS, the Board of Commissioners, by Resolution No. CRA-R-11-0025, passed and adopted
May 31, 2011, authorized the Revocable License Agreement Program, authorizing the CRA to issue a
revocable license for the use of any real property owned by the CRA. The CRA is the owner of the
Ward Rooming House, and will enter into a Revocable License Agreement with the Black Archives
History and Research Foundation of South Florida, Inc., for them to operate the Ward Rooming House
as a tourist destination to promote the historic and cultural sites within the SEOPW Redevelopment
Area, for a time period not to exceed one year; and
WHEREAS, the Ward Rooming House is a designated historic site located within the Southeast
Overtown/Park West CRA area, at 249-51-53-55 NW 9th Street, and so listed on the Official Historic
and Environmental Preservation Atlas of the City of Miami, Florida; and
WHEREAS, pursuant to Florida Statute Chapter 163.370(2)(n), the CRA may implement
programs and activities to effectuate the provisions of Chapter 163 in order that the objective of
remedying slum and blighted areas and preventing the causes thereof may be most effectively
achieved; and

WHEREAS, the Board of Commissioners wishes to authorize a grant, in an an amount not to
exceed $50,000.00, to the Black Archives History and Research Foundation of South Florida, Inc., to
underwrite the costs of implementing and running the Ward Rooming House as a tourist destination to
promote the historic and cultural sites within the SEOPW Redevelopment Area, for a one year period;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE
SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference and incorporated herein as if fully set forth in this Section.
Section 2. The Board of Commissioners hereby authorizes a grant, in an amount not to exceed
$50,000.00, to the Black Archives History and Research Foundation of South Florida, Inc., to
underwrite the costs of implementing and running the Ward Rooming House as a tourist destination to
promote the historic and cultural sites within the SEOPW Redevelopment Area, for a time period not to
exceed one year.
Section 3. The Executive Director is authorized, at his discretion, to disburse said funds on a
reimbursement basis or directly to vendors, upon presentation of invoices and satisfactory
documentation.
Section 4. The Executive Director is authorized to execute all documents necessary for said
purpose, including a Revocable License Agreement for a period of time not to exceed one year, in a
form acceptable to General Counsel.
Section 5. Funds are to be allocated from the SEOPW Tax Increment Fund, "Other Grants and
Aids," Account Code No. 10050.920101.883000.0000.00000.
Section 6. This resolution shall become effective immediately upon its adoption.
