Miami Access Tunnel (MAT) Concessionaire, LLC has engaged in a business relationship with the Florida Department of Transportation, Miami -Dade County and the City of Miami's Community Revitalization Agency (CRA), and has selected Bouygues Civil Works Florida (BCWF) to serve as the Design -Build contractor. With more than 70 tunnels built around the world and eight currently under production, Bouygues is recognized as the top tunnel construction firm in the world, and is widely known for building The English Channel Tunnel "The Chunnel," which connects France to the United Kingdom. POMT is set for completion August 2014. Presently, the more than 400 BCWF employees are working on several construction areas, including preparation for excavation of the shaft (the receiving pit for the tunnel boring machine (TBM) on Dodge Island); the expansion of the MacArthur Bridge, which will provide the additional lanes of traffic for tunnel access at Watson Island; production of the tunnel lining segments at the precast plant in Sweetwater where over 3,500 of the 12,000 segments needed have now been manufactured; and the TBM has commenced its boring, and was over 130 feet into the ground as of this report. As the project continues through the design phases, the construction areas shall increase as outlined in the production schedule below: Construction Began on Watson Island Construction Began on Dodge Island Arrival of Tunnel Boring Machine (TBM) in Miami Beginning of the Eastbound Tunnel Boring Completion of Eastbound Tunnel Completion of Westbound Tunnel Substantial Construction Completion May 2010 December 2010 June 2011 November 2011 Spring 2012 Spring 2013 May 2014 Port of Miami Tunnel Status Report Through November 30, 2014 Page 2 of 4 PROCUREMENT The Port of Miami Tunnel project is fully committed to promoting the economic growth of Local and small businesses. MAT and BWCF have developed a strategic outreach plan to ensure each segment of the construction, business and residential community will have an opportunity to know and understand this project. Recognizing that this is the first opportunity to build a tunnel in Miami -Dade County, MAT and BCWF are jointly dedicated to utilizing Miami -Dade County and the City of Miami residents, local businesses and unions. We have prepared a procurement procedure for all potential subcontractors, vendors and suppliers whereby those interested must become prequalified and specify their trade(s) and level of availability. After the launch of our Operation 305, a major exposition at the Port of Miami where hundreds of firms learned about the project's Procurement and Prequalification Process, we have participated in several events throughout Miami -Dade County making this information further available to the business community. This is a fast -track, design/build project, and as each design phase is completed, BCWF develops construction and supply packages that allow for prequalified firms to participate through a competitive process. To date, the total number of companies/vendors with contracts on the project total 588. Of those 588 companies that have or are currently doing business with the tunnel project, a total of $234M has been awarded in contracts. It is important to note that $50M of that total is for tunnel -specialized work. The remaining $184M is for non -tunnel related specialty work. Of that remaining $184M, $110M or 60% has gone to local, Miami -Dade County firms. The Florida Department of Transportation's (FDOT) placed an 8.1% Disadvantaged Business Enterprise (DBE) measure on the non -related tunnel work, which represents $26,406,000. BCWF is committed to not only achieving but also exceeding our Contract Goal of 8.1% or $26,406,000.00. Currently, the reported Anticipated DBE Participation level is $26,437,308.18 or 8.11% of the contracted Project goal. To date, the POMT Project has let contracts totaling $24,331,387.83 with DBE companies. To date, payments made to participating DBE subcontractors totals $14,191,607.80 or 53.74% of the contracted goal. BCWF ensures and maintains its compliance in accordance with 49CFR Part 26 and al] applicable requirements. RECRUITMENT Submitted into the public record in connection with items # 1 on Priscilla A. Thompson City Clerk Pon of Miami Tunnel Status Report Through November 30.2014 Page 2of4 The BCWF Equal Employment Opportunity/Affirmative Action (EEO) compliance requirements for this POMT Construction project consist of four areas: Disadvantaged Business Enterprises (DBE) —as discussed above—, Equal Employment Opportunity (EEO), On the Job Training (OJT) and Wages and Hours (Davis Bacon Related Certified Payrolls). The POMT Compliance monitors all areas to ensure compliance with FHWA 1273 and all applicable federal, state, and local regulations. All EEO -related Subcontracts, Rental Agreements, Rental Agreements with an operator, Service Agreements, Purchase Orders, and DBE and EEO -related agreements are monitored for compliance with FHWA 1273 and all applicable federal, state, and local regulations. BCWF has also partnered with International Brotherhood of Electrical Workers and Laborers International Union of North America have also partnered with POMT to provide local electricians and laborers. MAT and BCWF have made a conscientious effort to design an outreach plan that embraces the entire Miami -Dade County community. The plan started with the creation of a website in conjunction FDOT that allows anyone seeking opportunity to go directly to the website and find out what opportunities relative to this project are available. Meetings were initially held with workforce agencies to establish partnerships and develop systems where community residents are able to access POMT information and apply for jobs. To date, BCWF has held multiple community job fairs and recruitment fairs, which have been previously reported. In addition to these fairs, BCWF has set up a dedicated email address, as well as a dedicated person to respond to applicants. As this is a fast -track, design -build project, as new positions become necessary, the resumes and applications are reassessed for possible hiring. Recruitment efforts continue and shall remain ongoing for the duration of the project. EMPLOYMENT DATA Based on Davis -Bacon Related Certified Payrolls, the project's outreach efforts have generated a total of 4,142 persons who have worked on the Port of Miami Tunnel Project since ground -breaking. These labor numbers are verified through Certified Payroll, as required by the Florida Department of Transportation (FDOT). These employees have been either directly hired by the design -build contractor Bouygues Civil Works Florida (BCWF) or by its many subcontractors. As of November 30, 2011, BCWF had directly hired 411 employees of which 86% are residents of Miami -Dade County. As required on the POMT Contract, all of these positions on the project have been identified through the Florida Department of Transportation (FDOT), and are advertised based on the project's needs. The respective pay scale for the field positions are predetermined by federal guidelines through the Davis -Bacon Act. BCWF has agreed to identify 73 positions as a part of its training component. BCWF remains committed to successfully graduating 73 On -The -Job Trainees. BCWF continued training activities for OJT trainees during the reporting period. As of November 30, 2011, BCWF's OJT Program has graduated a total of 10 trainees to Journeyman classifications, and has recruited and employed 15 trainees; 2 Pipe -layers, one Grout Plant Operator, 3 Carpenters, 3 Flaggers, 2 Erosion Control Specialist, and 2 Earth Wall Erectors. In order to comply with regulations established by The Florida Department of Transportation (FDOT), BCWF will continue to revise its O.J.T. Schedule as needed, to accurately reflect the program's current status and expected future activity. The program's projected completion date of April 26, 2013 remains on track. CONCLUSION Upon completion of the tunnel, MAT Concessionaire and BCWF will have built a world class tunnel that will connect Watson Island and Dodge Island, improving access to the Port of Miami. We will have completed all of the connections needed to the Port of Miami roadway system, and widened the MacArthur Bridge. Additionally, we will have surpassed the 8.1% DBE mandate, hired and trained residents from Miami Dade County respectively and contracted with many local businesses. We remain fully committed to making a difference in the future of the Miami Dade County and the entire South Florida community!
