Bockweg Executive Director Subject: Resolution authorizing an expenditure for the installation of Addapave Tree Pit Paving System References: Enclosures: Legislation BACKGROUND: It is recommended that the Board of Commissioners of the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") approve and adopt the attached Resolution authorizing an expenditure in an amount not to exceed Seventy Thousand Dollars ($70,000) for the installation of Addapave Tree Pit Paving9 System for sixty eight trees along the Northwest 3r Avenue business corridor in Overtown from Northwest 8 Street to Northwest 14th Street, as part of the NW 3rd Avenue Streetscape Improvement Project. The Addapave Tree Pit Paving System would replace the current metal grates surrounding the trees planted along NW 3rd Avenue, from NW 81n Street to NW 14th Street. This system would prevent the future theft of the remaining metal grates and would provide for adequate growth and watering. Addapave TP Paving System replaces mulch, paver blocks, and steel grate systems. It uses natural aggregates and clear binder to provide a seamless, natural, colorful, porous surface that is both functional and decorative. Porous surface allows tree to receive nutrients and water. Paving system remains bound and intact by a polyurethane resin, unlike mulch or decorative stone, which can escape from the pit area and scatter across surrounding area. It also provides room for tree trunk growth and will not heave and the flat surface will not collect litter. JUSTIFICATION: The 2009 SEOPW Redevelopment Plan, at Section 2, pages 12 and 23, lists Improving the Quality of Life as one of the six main goals and guiding principles of the plan and requires the development of greenways as part of meeting these objectives. In addition the 2009 SEOPW Redevelopment Plan, at Section IV.C.!., has as a recommended improvement to "rebuild and beautify NW 3rd Avenue from NW 8th -14 Streets." The Board of Commissioners, by Resolution No. CRA-R-07-0038, passed and adopted on September 24, 2007, authorized the expenditure of funds, in an amount not exceed $4,350,000, for the NW 3rd Avenue Streetscape Improvements. This Resolution carries out these objectives. FUNDING: Funds from SEOPW Tax Increment Fund, "Construction In Progress," Account Code No. 10050.920101.670000.0000.00000.
