HomeMy WebLinkAboutCRA-R-11-0061City of Miami Legislation CRA Resolution: CRA-R-11-0061 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 11-01132 Final Action Date: 11/28/2011 A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY AUTHORIZING THE EXPENDITURE IN AN AMOUNT NOT TO EXCEED SEVENTY THOUSAND DOLLARS ($70,000) FOR THE INSTALLATION OF ADDAPAVE TREE PIT PAVING SYSTEMS FOR SIXTY EIGHT TREES ALONG THE 3RD AVENUE BUSINESS CORRIDOR IN OVERTOWN FROM NORTHWEST 8TH STREET TO NORTHWEST 14TH STREET WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") is responsible for carrying out community redevelopment activities and projects within its Redevelopment Area in accordance with its approved Redevelopment Plan; and WHEREAS, the 2009 SEOPW Redevelopment Plan, at Section 2, pages 12 and 23, lists Improving the Quality of Life as one of the six main goals and guiding principles of the plan and requires the development of greenways as part of meeting these objectives; and WHEREAS, the 2009 SEOPW Redevelopment Plan, at Section IV.C., has as a recommended improvement to "rebuild and beautify NW 3rd Avenue from NW 8th -14 Streets;" and WHEREAS, The Board of Commissioners, by Resolution No. CRA-R-07-0038, passed and adopted on September 24, 2007, authorized the expenditure of funds, in an amount not exceed $4,350,000, for the NW 3rd Avenue Streetscape Improvements; and WHEREAS, the Addapave Tree Pit Paving System ("System") would replace the current metal grates surrounding the trees planted along NE 3rd Avenue, from NW 8th Street to NW 14th Street. This system would prevent the future theft of the remaining metal grates and would provide for adequate growth and watering; and WHEREAS, the System replaces mulch, paver blocks, and steel grate systems. It uses natural aggregates and clear binder to provide a seamless, natural, colorful, porous surface that is both functional and decorative. Porous surface allows tree to receive nutrients and water. The System remains bound and intact by a polyurethane resin, unlike mulch or decorative stone, which can escape from the pit area and scatter across surrounding area. It also provides room for tree trunk growth and will not heave and the flat surface will not collect litter; and WHEREAS, Americas' Best Service, LLC, 10635 NE 11th Avenue, Miami, FL 33138, is the only company in Miami that provides the service of installing the System; and WHEREAS, the Board of Commissioners wishes to authorize an expenditure in an amount not to exceed Seventy Thousand Dollars ($70,000) for the installation of the System for sixty eight trees along the Northwest 3rd Avenue business corridor in Overtown, from Northwest 8th Street to Northwest 14th Street, as part of the NW 3rd Avenue Streetscape Improvement Project; City of Miami Page 1 of 2 File Id: 11-01132 (Version: 1) Printed On: 11/7/2022 File Number: 11-01132 Enactment Number: CRA-R-11-0061 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated herein as if fully set forth in this Section. Section 2. The expenditure, in an amount not to exceed Seventy Thousand Dollars ($70,000), for the installation of Addapave Tree Pit Paving System ("System") for sixty eight trees along the Northwest 3rd Avenue business corridor in Overtown, from Northwest 8th Street to Northwest 14th Street, as part of the NW 3rd Avenue Streetscape Improvement Project, is authorized. Section 3. The Executive Director is authorized to enter into a contract for the installation of the System with Americas' Best Service, LLC, 10635 NE 11th Avenue, Miami, FL 33138. The Executive Director is authorized to execute all other documents necessary for said purpose, in form acceptable to General Counsel. Section 4. Funds are to be allocated from the SEOPW Tax Increment Fund, "Construction In Progress," Account Code No. 10050.920101.670000.0000.00000. Section 5.
