Bockweg Executive Director Subject: Resolution Authorizing a Grant to the City of Miami for the Police Visibility Program References: Enclosures: Legislation BACKGROUND: It is recommended that the Board of Commissioners of the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") approve and adopt the attached Resolution authorizing the issuance of a grant, in an amount not to exceed Two Hundred Fifty Thousand Dollars ($250,000), to the City of Miami, to underwrite costs associated with a Police Visibility Program within the Southeast Overtown/Park West Redevelopment Area. In 2008 the CRA Board of Commissioners approved Three Hundred Forty Three Thousand Three Hundred Ninety Two Dollars ($343,392) for this Police Visibility Program. In 2010 the CRA Board of Commissioners approved Five Hundred Thousand Dollars ($500,000) for this Police Visibility Program. The City of Miami Police Department seeks additional funding to continue its Police Visibility Program, first introduced to the Redevelopment Area in April 2008. JUSTIFICATION: Section 2, Goal 6, at page 11, of the 2009 Southeast Overtown/Park West Redevelopment Plan lists "improving the quality of life for residents of the Redevelopment Area," as a stated redevelopment goal. Pursuant to Florida Statute Chapter 163.370(2)(o), the CRA has the power to develop and implement community policing innovations with the objective of remedying slum and blighted areas and the causes thereof within the Redevelopment Area. The Visibility Program, an innovative community policing plan, provides enhanced police services including increased patrols, special operations, traffic details, criminal sweeps, prostitution details, and undercover narcotics details. The Visibility Program aids law enforcement in effectively serving the Redevelopment Area and improving the quality of life for area residents. This Resolution carries out this goal.
