HomeMy WebLinkAboutCRA-R-11-0043 07-28-2011 Signed LegislationCity of Miami Legislation CRA Resolution City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 11-00674 Final Action Date: A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE OMNI REDEVELOPMENT DISTRICT COMMUNITY REDEVELOPMENT AGENCY ("CRA") AUTHORIZING THE EXECUTIVE DIRECTOR TO ALLOCATE FUNDS IN THE AMOUNT OF $1,087,268.00 FROM THE SALE TO FLORIDA DEPARTMENT OF TRANSPORTATION OF A PORTION OF THE CRA OWNED MIAMI ENTERTAINMENT COMPLEX ("MEC") PROPERTY, LOCATED AT 29 NORTHWEST 13TH STREET, MIAMI, FLORIDA, FOR THE PLANNING, DESIGN, CONSTRUCTION, AND DEVELOPMENT OF THE MEC STUDIO. WHEREAS, the Omni Redevelopment District Community Redevelopment Agency ("CRA") is responsible for carrying out community redevelopment activities and projects within its Redevelopment Area in accordance with its approved Redevelopment Plan; and WHEREAS, the CRA purchased the former SKILL'S Building from the Miami -Dade County School Board with the intent to build a state of the art film and entertainment complex to provide the film production companies with a facility in Miami for productions, editing and distribution of entertainment productions to different markets. The present need for a film and sound stage is adherent, already in Miami, several TV series like Burn Notice, Charlie's Angels, The Glades and others are filming in South Florida and taking advantage of the State of Florida's tax Incentives for the next five ( 5 ) years; and WHEREAS, the development of the Miami Entertainment Complex ("MEC") Studio supports the objectives, pursuant to the CRA's Redevelopment Plan, B-3, B-4 and B-5, of creating economic magnets to draw more businesses to the Omni area to compliment established activities, to promote the concentration of similar business activities that reinforce each other and improve the are -wide economic climate, and the creation of employment opportunities; and WHEREAS, the CRA developed the MEC Report, which supports the development of a film studio at the MEC. WHEREAS, the CRA received $1,087,268.00 from the Florida Department of Transportation from the sale of a portion of the MEC property, located at 29 Northwest 13th Street, Miami, Florida, see attached Exhibit "A;"and WHEREAS, the State of Florida has provided the film industries with production tax credit initiatives of over $242,000,000.00, over a five (5) year period; and WHEREAS, the Board of Commissioners wishes to authorize the Executive Director to allocate the funds obtained from the sale of a portion of the MEC property, in the amount of $1,087,268.00; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE OMNI REDEVELOPMENT DISTRICT COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF City of Miami Page 1 of 2 File Id: 11-00674 (Version: 1) Printed On: 7/20/2011 File Number: 11-00674 MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated herein as if fully set forth in this Section. Section 2. The Executive Director is authorized to allocate funds, in the amount of $1,087,268.00, for the planning, design, construction and development of the MEC Studio. Section 3. These funds so allocated are from the sale to Florida Department of Transportation of a portion of the CRA owned (MEC) property, located at 29 NW 13th Street, Miami, Florida. Section 4. The Executive Director is authorized to execute all documents necessary for said purpose, in a form acceptable to General Counsel. Section 5.
