BACKGROUND:
It is recommended that the Board of Commissioners of the Southeast Overtown/Park West Community
Redevelopment Agency ("CRA") approve and adopt the attached Resolution accepting the selection
committee's recommendation and authorizing the Executive Director to enter into negotiations with the top three
ranked firms in ranking order for the engineering and architectural design services of the Overtown Greenway
Connections Project. The development of these design and construction documents will complete the Overtown
Greenway system connecting Overtown at NW 7th Avenue east to meet up with Museum Park and Biscayne
Bay.
On March 30th, 2011, the CRA advertised a Request for Qualifications (RFQ 11-003) to solicit qualification
packages from qualified Engineering and Architecture firms to provide design level services for the development
of the Overtown Greenway Connections Project. Thirteen responses were received which included qualification
packages in accordance with the requirements of State Statutes for Architecture and Engineering Services. The
list of proposers is included as an attachment with this memo. After careful review and consideration by the
selection committee, attached, please find our recommendation of the top three ranked firms in ranking order.
State Statutes requires that we select a minimum of the three top ranked firms to begin negotiations and we are
requesting board's approval/acceptance of our findings and authorization to begin negotiations with the firms in
ranking order.
The design of the greenway will provide decorative pathways, lighting, landscaping, benches, trash receptacles
and park elements including play areas for the public to enjoy.
JUSTIFICATION:
Section 2, at page 12 and 23, of the 2009 SEOPW Redevelopment Plan, lists Improving the Quality of Life as
one of the six main goals and guiding principles of the plan and requires the development of greenways as part
of meeting these objectives.
In 1994, the 9th Street Pedestrian Mall was constructed within the Metrorail right-of-way and along portions of
City of Miami right-of-way in the Overtown Folk Life Village area. In August of 2002, the CRA completed the
Overtown Greenway Plan which outlined the layout and design elements to be used in the development of the
entire Overtown Greenway. In 2010, the 9ta street pedestrian mall aesthetics improvement project was
completed. At the previous CRA Board meeting the Board approved $1,120,088 as a grant to the City of Miami
to construct the greenway section from NW 3ra Avenue to NW 7th Avenue. The development of this project
would further complete the implementation of the entire Overtown Greenway system.
This Resolution supports these objectives.
