After careful review and consideration, please review the final scoring sheet that provides the rank order determined by the selection committee. The final ranking order is as follows: 1. Kimley-Horn and Associates 2. Curtis and Rogers Design Group, Inc. 3. Bermello Ajamil and Partners, Inc. 4. Corzo, Castella, Carballo, Thompson and Salman, PA 5. AECOM, Inc. If you concur with the results, State Statutes requires that we select a minimum of the 3 top ranked firms to begin negotiations with once you have approved the selection process and our board of directors has approved of the same. Director of Engineering and Construction Subject: RFQ 11-003-Engineering and Architecture Services for Overtown/Parkwest Greenway Connections References: Enclosures: Shortlist Scoring Sheet, List of Proposers The CRA has received the responses to the RFQ for the Engineering and Architectural Services that was advertised for development of the Overtown Greenway Connections Project. Thirteen responses were received which included qualification packages in accordance with the requirements of State Statutes for Architecture and Engineering Services. The list of proposers is included as an attachment with this memo. Staff has reviewed the packages for compliance with the submission requirements and has deemed one of the proposers, Wolfberg, Alvarez and Partners non -responsive due to the following reasons: • Question #7 of Addendum #1 issued on April 18th, 2011 required that references be submitted in the form of a letter from the owner of the project that will be used as a reference. Wolfberg, Alvarez and Partners did not include any reference letters in the proposal. On June 23`d, 2011, the selection committee (myself, Clarence Woods and Chelsa Arscott) as you requested met to review, and shortlist the responsive firms. After careful review and consideration, please review the attached shortlist scoring sheet that provides the rank order determined by the selection committee. If you concur with the results, we will request that the top five ranked firms provide oral presentations to the selection committee at which time, final ranking will be determined. Once final ranking is determined, State Statutes requires that we select a minimum of the 3 top ranked firms to begin negotiations with once you have approved the selection process and our board of directors has approved of the same. RFQ SCOPE OF SERVICES 21. Purpose The CRA is seeking the services of an Engineering, Architecture or Landscape Architecture firm(s) to provide professional services for ;planning, design, cost estimating, bid assistance and construction engineering/inspection services for the development: of portions of the Overtown/Park. West Greenway within the City of Miami. The Proposer and its .Sub -consultants must be able to perform every element of the scope ofservices as outlined below and in Attachment A of the proposed Agreement. 2.2. Background In 1994, the 9th Street Pedestrian "Mall was constructed within the Metrorail right- of-way and along portions of City of Miami right-of-way in the Overtown Folk Life Village area. In August of 2002, the CRA completed the Overtown Greenway Plan which outlined the layout and design elements to be used in the development of the entire Overtown Greenway. In 2010, the 9th street pedestrian mall aesthetics improvement project was completed. Currently, the City of Miami` and the CRA are working on completing multiple elements of the Greenway. As part of a separate project partially funding by FOOT, the CRA is developing plans for the portion of the greenway along NW 111h Terrace from NW 3ftl Avenue, to NW 7th Avenue: In conjunction with these efforts, the CRA is spearheading this RFQ to create the eastern connections of the greenway that will link the Overtown NW 3rd Avenue .commercial district with Biscayne Bay. For reference, the Overtown Greenway Plan can be found on the CRA's webpage at: www.miamicra.com, 2.2 Project Area The project is broken up in to two sections. Section 1 will require 100% engineering drawings and the limits are generally within the Motorail right-of-way starting at the northern limit of the existing 9th Street Pedestrian Mall at NW 10th Street just west of NW 1st Avenue and traveling northwesterly along the Metrorail right-of-way and terminating at NW 3`d Avenue and NW 1 Terrace. Section.2 will start as a planning .exercise to <determine the best route for the on -road greenway that will run easterly towards Biscayne Bay at Bicentennial Park and. may include a pedestrian/bicycle railroad crossing. Once a determination is made as to the favorable route, 100% engineering drawings will be required for the second section asweli. A map of the area can; be found on the next page. Scope of Services Consultant shall provide the following: ` Planning • Greenway Design (100% engineering drawings) • Permitting ® Cost Estimating ® Bid Assistance 6 Construction Engineering: & inspection These services shall include all trades such as surveying, geotechnical, civil,. landscape, electrical and any other trades deemed necessary to complete the project. Consultant will be responsible with coordinating the proposed plans with existing and on -going greenway efforts and will be responsible for obtaining the necessary permits along right-of-ways that may have multiple jurisdictions. Proposed Proiect The proposed greenway Connections will include a walking/bike path, play areas, landscape improvements, linear park elements, lighting, benches, trash receptacles, signage a railroad crossing and on -road greenway elements (wider sidewalks, bike lanes, additional lighting, etc). The new greenway connections should tie into the character of the existing and proposed greenway sections and should enhance the Overtown and Park West districts: Existing 9`h Street Pedestrian Mall Proposed Greenway Section 1 7
