Bockweg Executive Director Date: July 18, 2011 File: 11-00665 Subject: Resolution accepting staff's recommendation for the development of the CRA owned property located at 276 NW 9th Street References: Enclosures: Supporting Documentation; Legislation BACKGROUND: It is recommended that the Board of Commissioners of the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") approve and adopt the attached Resolution accepting staffs recommendation and authorizing the Executive Director to enter into an agreement in an amount not to exceed $155,000, with Clark Construction USA, LLC to develop a 23-space public parking lot on CRA owned property located at 276 NW 9th Street. The development of this parking lot is in support of the adjacent property rehabilitation known as the "Carver Apartments and Shoppes," a mixed -use commercial building with ten (10) residential units and four (4) retail storefronts located at 801 NW 3rd Avenue, Miami, Florida. On April 11th, 2011, the CRA advertised a Request for Proposals (RFP 11-003) to solicit interest in the development of the CRA owned property located at 276 NW 9th Street. Two proposals were received, one of which was deemed non -responsive. Staff has deemed Clark Construction USA, LLC the responsive and responsible proposer for this solicitation. For reference, the proposed parking lot will be built in accordance with the standards and specifications of the other CRA owned and operated parking lots along the NW 3rd Avenue corridor. JUSTIFICATION: Section 3 "The Build -out Plan", at pages 37 and 38, of the 2009 Southeast Overtown/Park West Redevelopment Plan list parking goals which include that the CRA shall treat parking as "matters of public infrastructure" and that "the CRA can do its part by participating in public -private parking ventures to build shared parking facilities." This Resolution supports these objectives. FUNDING: $155,000 from SEOPW Tax Increment Fund, "Construction in Progress" Account Code 10050.920101.670000.0000.00000.
