A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE SOUTHEAST
OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY
AUTHORIZING THE ISSUANCE OF A GRANT IN AN AMOUNT NOT TO EXCEED
$200,000 TO HUMAN RESOURCE STAFFING OF MIAMI, INC. FOR THE
OPERATION AND MANAGEMENT OF A JOB CREATION PROGRAM THAT WILL
PROVIDE PERSONNEL FOR BEAUTIFICATION AND LANDSCAPE
MAINTENANCE OF VARIOUS LOCATIONS THROUGHOUT THE
REDEVELOPMENT AREA; AUTHORIZING THE EXECUTIVE DIRECTOR, AT HIS
DISCRETION, TO DISBURSE THE FUNDS ON A REIMBURSEMENT BASIS OR
DIRECTLY TO VENDORS, UPON PRESENTATION OF INVOICES AND
SATISFACTORY DOCUMENTATION; AUTHORIZING THE EXECUTIVE
DIRECTOR TO EXECUTE ALL DOCUMENTS NECESSARY FOR SAID PURPOSE,
IN A FORM ACCEPTABLE TO GENERAL COUNSEL; ALLOCATING FUNDS FROM
SEOPW TAX INCREMENT FUND, "OTHER GRANTS AND AIDS," ACCOUNT
CODE NO. 10050.920101.883000.0000.00000.
WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("CRA")
is responsible for carrying out community redevelopment activities and projects within its
Redevelopment Area in accordance with its approved Redevelopment Plan; and
WHEREAS, Section 2 Goal 4/Principle 4, at pages 11 and 14, of the 2009 Southeast
Overtown/Park West redevelopment Plan lists the "[creation of] jobs within the community," and
providing "variety in job options," as a stated redevelopment objective; and
WHEREAS, Section 2 Goal 6/Principle 10 at pages 16, of the Plan lists the "[i]mproving the
quality of life for residents" and "[m]aintenance of public streets and spaces has to occur...to show that
the community is cared for," as a stated redevelopment objective; and
WHEREAS, the CRA issued a Request For Proposal ("RFP") on April 8th, 2011, RFP Number
11-005, seeking an organization to operate and manage a job creation program that will provide
personnel for litter clean-up, trash pick-up, graffiti removal, landscape installation and maintenance,
sidewalk pressure cleaning, street sweeping and clean-up, and general paint maintenance to include
street light and utility poles; and
WHEREAS, a selection committee was formed to evaluate all proposals submitted and the
committee found Human Resource Staffing of Miami, Inc. to be the number one ranked firm; and
WHEREAS, the Board of Commissioners wishes to authorize the issuance of a grant, in an
amount not to exceed $200,000 ("Grant"), for the operation and management of a job creation
program that will provide personnel for beautification and landscape maintenance services;

NOW, THEREFORE, BE|TRESOLVED BYTHE BOARD OFCOMMISSIONERS OFTHE
SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference and incorporated herein as if fully set forth in this Section.
Section 2. The issuance of a Grant to Human Resource Staffing of Miami, Inc., in an amount
not to exceed $200,000, for the operation and management of a job creation program that will provide
personnel for beautification and landscape maintenance services at various locations throughout the
Redevelopment Area, ivauthorized,
Section 3. The Executive Director is authorized, at his discretion, to disburse the Grant on a
reimbursement basis ordirectly to vendona, upon pmaonbsdon of invoices and satisfactory
documentation.
Section 4. The Executive Director is authorized to execute all documents necessary for said
purpose, in ehzmn acceptable toGeneral Counsel.
Section 5. Funds are hobeallocated from 8EOPVVTax Increment Fund, "Other Grants and
Aido."Account Code No. 1UO5O.S2O101.883OUU.00UO.UOOOU,
SeutonO. This resolution shall become effective immediately upon its adoption.
