Bonkwmg Executive Director Date: June 2O.2O11 Fi|e:11-0O547 Subject: Professional Services Agreement with Human Resource Staffing of Miami, Inc. for the DvarhownEnhancement Team References: Enclosures: Supporting Documentation; Legislation BACKGROUND: It is recommended that the Board of Commissioners of the Southeast [merbxwn/Park West Community Redevelopment Agency ("CRA^) approve and adopt the attached Resolution authorizing o grand agreement in an amount not to exceed $200.000 with Human Resource Staffing of Miami, Inc., to manage and operate a]ob creation program that will provide beautification and landscape maintenance services of various locations throughout the redevelopment area. ' On April 8 m . 2011. the CRA submitted o Request For Proposals to manage and operate a job creation program that would .provide litter o|ean-up, trash pich-up, graffiti removal, landscape installation and mainbananoe, sidewalk pressure c|eoning, street sweeping and n|aan-up, and general paint maintenance to include street light and utility poles. Aom|eotion committee was formed to evaluate all proposals subnnidod, the committee found Human Resource Staffing mfMiami, Inc. to be the number one ranked firm. JUSTIFICATION: The 2009 Amended Redevelopment Plan recognizes that the attraction of private investment is dependent on the redevelopment area being clean and safe. Additional ,eonurnao to help augment the re0u|mdyochadu|ed trash pick-up and maintenance are needed to accomplish this goal. This program will be modeled after the program that isinuse bvthnMiami Downtown Development Authority ('ODA"), DDA'oDowntown Enhancement Team (''OET^) has been successful in providing additional manpower and resources in keeping Downtown clean and graffiti free. Most important, the work force is current or former members of Camillus House. DOA'a total project cost is approximately $400,000 of which the CRA contributes $55,000. Section Goal 6/Principle 10 at pages 18. of the Plan lists the "[i]mpnovingthe quality cflife for residents" and "[m]aintenance of public streets and spaces has to occur ... to show that the community is cared for," as a stated redevelopment objective This Resolution carries out these objectives.
