Bockweg Executive Director Subject: Resolution Establishing a Revocable License Agreement Program with Reports Documenting revenue received References: Enclosures: Supporting Documentation; Legislation BACKGROUND: It is recommended that the Board of Commissioners of the Omni Redevelopment District Community Redevelopment Agency ("CRA") approve and adopt the attached Resolution authorizing the Executive Director to establish a Revocable License Agreement program for the purpose of providing short term use of CRA property. The CRA routinely receives requests for the short term use of its properties. The uses are generally for events that highlight the redevelopment area and in some cases create economic benefit to residents of the CRA. The prospect of the CRA receiving revenues to either off -set other programmatic expenses or re -invested back into the community justifies the programs creation. Quarterly reports will be prepared by the executive Director documenting the use and revenue received in the program. Any proposal or request for long term use or transfer of property shall conform to the statutory requirement for disposition of real property as found in F.S. 163.380, and be presented before the Board of Commissioners for approval. It is recommended that the Board approve this Resolution. JUSTIFICATION: Section 4.4, Goal B/Principle B-3 in the OMNI Redevelopment Plan Objectives lists to create a sustainable regional destination and identity by capitalizing on the development of the Performing Arts Center and the Media/Entertainment District by creating economic magnets to draw more businesses to the OMNI area to compliment established activities in the surrounding area; and Section 4.4, Goal E/ Principle A-3 & D-7 in the OMNI Redevelopment Plan Objectives lists providing incentives and strategies for public/private development by promoting rehabilitation and maintenance of existing viable uses and structures and minimizing condemnation and relocation, as stated in the redevelopment goals. This resolution carries out these objectives. FUNDING: No funding needed.
