A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE SOUTHEAST
OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY
AUTHORIZING THE EXECUTIVE DIRECTOR TO EXPLORE A COLLABORATION
WITH THE MIAMI-DADE COUNTY SCHOOL BOARD TO REBUILD FREDERICK
DOUGLASS ELEMENTARY SCHOOL AS A K-8 WITH PROGRAMMATIC FOCUS
ON SCIENCE, TECHNOLOGY, ENGINEERING, AND MATHEMATICS, INCLUDING
A FUNDING PARTNERSHIP UNDER MUTUALLY ACCEPTABLE TERMS AND
CONDITIONS, AS WELL AS A POTENTIAL COLLABORATION WITH MIAMI-DADE
COLLEGE FOR THE PURPOSE OF SEEKING GRANT OPPORTUNITIES FROM
THE STATE.
WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("CRA")
is responsible for carrying out community redevelopment activities and projects within its
Redevelopment Area in accordance with its approved Redevelopment Plan; and
WHEREAS, Section 2, Goal 6/Principle 1, at page 13, of the 2009 Southeast Overtown/Park
West Redevelopment Plan, lists "[i]mproving the quality of life for the residents in the Redevelopment
Area;" and that "a successful neighborhood will offer the opportunity to reside, work, and carry out
other activities of daily life (i.e., shopping, recreation, entertainment, religious and cultural events,
education, etc);" as stated redevelopment goals; and
WHEREAS, the CRA would like to explore collaboration with MDCPS in rebuilding Frederick
Douglass Elementary School as a K-8 with programmatic focus on Science, Technology, Engineering,
and Mathematics (STEM), in an effort to find mutually agreeable terms for funding a new facility
WHEREAS, the Board of Commissioners wishes to authorize the Executive Director to explore
mutually beneficial terms of an agreement that will provide for the new construction of a K-8 school
on the site of the current Frederick Douglass Elementary School ;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE
SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference and incorporated herein as if fully set forth in this Section.
Section 2. The Executive Director is authorized to engage Miami Dade County Public Schools
in discussions regarding the rebuild of Frederick Douglass Elementary.
Section 3. This resolution shall become effective immediately upon its adoption.
