OCOB Youth Committee presents
CHILL With The Violence 2011
PROJECT PURPOSE: The Overtown Community Oversight Board (OCOB)
Youth Committee has planned a day of festivities in an attempt to bring awareness
to the effects violence and ignorance has on our youth. This event is a concerted
effort to make our youth active participants in this process.
The event targets youth from 12-18 in hopes it will encourage them to think before
acting irresponsibly. These young people should stop before resorting to gunplay
and retaliation, and thoughtfully substitute violence with love and conversation.
CHILL With The Violence 2011 will be the catalyst to a better and safer
community.
BACKGROUND: The 2009-2010 years brought several shootings to the
Overtown community. It set the stage for back and forth territory wars, retaliation,
mayhem, unnecessary injury and in some cases death. During a summer party, two
college students, who were in the right place at the wrong time, lost their lives to a
drive by shooting.
The members of the youth committee brought the idea to light because many of
them lost someone close.
It is intended to be an extension of the Youth Unite for Peace Festival in 2009.
PROJECT: CHILL With The Violence 2011 is one -day of activities to empower
our youth to promote peace and unity. Activities will include:
• Teen Maze- The Teen Maze is a life-size game that engages and educates
teens to help them understand choices and consequences they will
encounter in their everyday lives in a hands-on, realistic, educational, way.
This event has experienced successful results in states like Colorado and
North Dakota. We learned about this activity from a Delta Sigma Theta
sorority member in Thomasville, Georgia whose organization executed a
Teen Maze for approximately 100 students. The activity was well -received
by the attendees and the final discussion was enlightening for both the
youth and adult participants. There were working professionals on -site
including law enforcement, social services staff and counselors to provide
immediate support. For example, one of the participants revealed she was
pregnant, but had not shared that information with her parents. Counselors
were able to provide guidance and ongoing support to include parents,
prenatal decisions and care, and serve as an intermediary with her school.
• Concert- Featuring three local hip -hop acts well -respected by youth
because of the positive messages they share in their music.

COMMUNITY BENEFIT: Overtown is a community with a perception of
overwhelming violence. This is an opportunity to make people aware that there is
an internal movement to CHILL With The Violence 2011 while giving a true
depiction of life in Overtown.
Since the late 1960's, Overtown has been plagued with a reputation for extreme
illegal activity, violence and community indifference. While some of that
perception is well -deserved, some is the result of overzealous media exposure and
3
overactive imaginations. However, the narcatics activity has sparked a sporadic
rash of shootings due to territory wars, and unfortunately life is lost.
The young people of Overtown are concerned about losing family and friends to
these shootings. CHILL With The Violence 2011 is about awareness. It will
inform and educate those in attendance on destructive situations and the
consequences of chose. Together, the youth have rallied to bring awareness to
"youth -on -youth" crime in the community, city and county.
MARKETING & OUTREACH PLAN: The OCOB Youth Committee will
engage and inform the community of this event through: 1) distribution of flyers,
2) City of Miami OCOB website, 3) email distribution, 4) press releases, 5) local
networks, 6) submissions to event calendars and email bulletins, 7) air radio spots
on key radio stations and 8) outreach through community -based youth
organizations.
EVALUATION: After the Teen Maze, a candid, open forum discussion will let
teenagers express their concerns, fears, and lack of knowledge about teen
pregnancy, sexually -transmitted diseases, drugs and more. There will be onsite
services to assist teens with immediate concerns and experts to access the
proceedings including how our local youth get their information as well as the
accuracy of that information. A report of these findings will be shared with local
schools and youth -based organizations to address the problem in a constructive and
informative way.
There will be to opportunities for those throughout the neighborhood to honor
deceased loved ones whose lives were needlessly shortened by violent acts. The
Tree of Life is filled with ribbon to send a message to the community and media,
and demand action from those involved in this deadly game. A Memoriam Wall
will also be available for students to write special messages and show photos.
Participants will be asked to fill out a four- to five -question survey to access the
success and challenges of each activity.
ABOUT US: The OCOB Youth Committee was established in 2006 to act as a
liaison between Overtown's youth community and the OCOB to advise on youth -
related issues, and promote an understanding and appreciation of community
affairs among the youth of Overtown. Adult facilitators are encouraged to lead
collaborative planning initiatives that promote positive youth development and
4
facilitate the engagement of community stakeholders, providers and funders to
effectively and efficiently address youth concerns.
The Overtown Community Oversight Board previously the Overtown Advisory
Board was established in 1983 to provide community oversight, encourage and
support housing, job creation, economic and business development, educational
opportunities and historic and cultural preservation, and facilitate the City of
