A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE SOUTHEAST
OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY ("CRA")
AUTHORIZING ADDITIONAL FUNDING, IN AN AMOUNT NOT TO EXCEED
$17,500, FORA TOTAL AMOUNT NOT TO EXCEED $67,500, TO NEW
WASHINGTON HEIGHTS COMMUNITY DEVELOPMENT CONFERENCE, INC. FOR
THE CONTINUATION OF "FOLKLIFE FRIDAYS;" AUTHORIZING THE EXECUTIVE
DIRECTOR TO DISBURSE THE GRANT, AT HIS DISCRETION, ON A
REIMBURSEMENT BASIS OR DIRECTLY TO VENDORS, UPON PRESENTATION
OF INVOICES AND SATISFACTORY DOCUMENTATION; FURTHER AUTHORIZING
THE EXECUTION OF ALL DOCUMENTS NECESSARY FOR SAID PURPOSE, IN A
FORM ACCEPTABLE TO GENERAL COUNSEL; ALLOCATING FUNDS FROM
SEOPW TAX INCREMENT FUND, "OTHER GRANTS AND AIDS," ACCOUNT CODE
NO. 10050.920101.883000.0000.00000.
WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("CRA")
is responsible for carrying out community redevelopment activities and projects within its
Redevelopment Area in accordance with its approved Redevelopment Plan; and
WHEREAS, Section 2, Goal 5/Principle 6, at pages 11 and 15, of the 2009 Southeast
Overtown/Park West Community Redevelopment Plan lists the promotion of "local cultural events,
institutions, and businesses," as a stated redevelopment goal; and
WHEREAS, Section 2, Goal 5/Principle 14, at pages 11 and 17, of the 2009 Southeast
Overtown/Park West Community Redevelopment Plan lists "restor[ing] a sense of community and
unify[ing] the area culturally," as a stated redevelopment goal; and
WHEREAS, the Board of Commissioners, by Resolution No. CRA-R-08-0059, passed and
adopted on November 3, 2008, authorized the issuance of a grant, in an amount not to exceed
$50,000, to New Washington Heights Community Development Conference, Inc. ("Grantee") for the
production of "Folklife Fridays," a monthly open-air market that was held for six consecutive months
on the 9th Street Pedestrian Mall; and
WHEREAS, Grantee later submitted a proposal for the continuation of Folklife Fridays to take
place on the first Friday of every month from: (a) June - August 2010; and (b) October - December
2010; and
WHEREAS, the Board of Commissioners, by Resolution No. CRA-R-10-0017, passed and
adopted on March 15, 2010, authorized the issuance of a grant, in an amount not to exceed $50,000,
to Grantee for the continuation of Folklife Fridays; and
WHEREAS, Folklife Fridays showcases various local vendors, selling a variety of items, such
as arts and crafts, books, jewelry, clothing, and food; and

WHEREAS, Folklife Fridays supports and enhances existing businesses and local
entrepreneurs while attracting new business and promoting the culture and heritage of the Overtown
community; and
WHEREAS, the Board of Commissioners wishes to authorize additional funding, in an amount
not to exceed $17,500, for a total amount not to exceed $67,500, to Grantee, for the continuation of
Folklife Fridays for two additional months;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE
SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference and incorporated herein as if fully set forth in this Section.
Section 2. Additional funding, in an amount not to exceed $17,500, for a total amount not to
exceed $67,500, to New Washington Heights Community Development Conference, Inc., for the
continuation of "Folklife Fridays," is authorized.
Section 3. The Executive Director is authorized to disburse the grant, at his discretion, on a
reimbursement basis or directly vendors, upon presentation of invoices and satisfactory
documentation.
Section 4. The Executive Director is authorized to execute all documents necessary for said
purpose, in a form acceptable to General Counsel.
Section 5. Funds to be allocated from SEOPW Tax Increment Fund, "Other Grants and Aids,"
Account Code No. 10050.920101.883000.0000.00000.
Section 6. This resolution shall become effective immediately upon its adoption.
