Subject: Two Guys Restaurant Design Build RFP

The CRA has received the responses to the RFP for Design Build Services that was advertised for the
relocation of the Two Guys Restaurant in accordance with the grant that was provided for this project.
Two responses were received which included qualification packages and price proposals in
accordance with the requirements of State Statues for Design -Build services. The two proposers
received were:
• Design Build InterAmerican / The Architects Group
• Landel Construction / R.E. Chisholm Architects
Staff has reviewed the packages for compliance with the submission requirements and has deemed
one of the proposers, Landel Construction / R.E. Chisholm Architects non -responsive due to the
following reasons:
• Under Section 4.1 Submission Requirements, sub -section B of the RFP, proposers were
required to utilize the price proposal form that was provided in Exhibit B (the draft contract).
This form was not used and was not submitted. In the same section under sub -section C.
Response Submission Format, proposers were required to submit a list of sub -consultants and
subcontractors along with the price proposal form. These lists were not provided.
Based on this information, it is my recommendation not to include Landel Construction / R.E.
Chisholm Architects as a responsive proposer.
Staff has also reviewed the remaining proposers and has deemed Design Build InterAmerican / The
Architects Group responsive and they have met all the requirements outlined in the RFP.
If you concur with the findings, we can proceed with the evaluation of Design Build InterAmerican /
The Architects Group.

Dear Mr. Leon-Petisco,
The Community Redevelopment Agency of the City of Miami ("CRA") has received the responses to the
above referenced RFP that was advertised for the relocation of the Two Guys .Restaurant. CRA staff has
reviewed the packages for compliance with the submission requirements and has deemed your firm,
Design Build Inter. -American, the only responsive bidder for the project.
Based on this information, CRA staff will be submitting a recommendation to proceed with your firm for
Board approval at the next scheduled CRA Board meeting. If the Board approves the recommendation,
CRA staff will proceed with contract negotiations with your company followed by a notice to proceed if
negotiations are successful.
