Bockweg Executive Director Date: September 24, 2010 File: 10-01162 Subject: Resolution Authorizing Repayment to City of Miami for Design Services Expenses for the Museum Park Project. References: Enclosures: Supporting Documentation; Legislation BACKGROUND: It is recommended that the Board of Commissioners of the Omni Redevelopment District Community Redevelopment Agency ("CRA") approve and adopt the attached Resolution authorizing the transfer of funds, in an amount not to exceed $5,991,000, to the City of Miami, for the reimbursement of expenses incurred for the design of the Museum Park Project. The City of Miami contracted with an architectural firm for the design and engineering of the Museum Park Project at Bicentennial Park. In an interlocal cooperation agreement between Miami -Dade County, the City of Miami, and the CRA, dated December 31, 2007 ("Global Agreement"), the CRA agreed to amend the redevelopment plan to include the Museum Park Project as a redevelopment objective. To date the City has paid invoices and design project related expenditures in the amount of $4,395,331.71. The City now requests reimbursement of the full amount of expenditures to date. In addition the City also seeks reimbursement from the CRA to pay the balance of the expenditures that will come due under the design contract, estimated at $1.6 million. This resolution reimburses the City for those expenses incurred during the design phase of the Project, which occurred before the completion of the Omni CRA boundary expansion. JUSTIFICATION: Section 4.4, D., at page 42, of the 2009 Omni Redevelopment Plan lists "[c]reat[ing] opportunities for new development through improvements to the public realm" and the "[elimination of] conditions which contribute to blight" as stated redevelopment objectives. Section 5, at page 54, of the 2009 Omni Redevelopment Plan lists the Museum Park project as a high priority, and states that the CRA's support of the project shall include design.
