Subject: Resolution Acknowledging a Settlement
Agreement between Creative Ideas, Inc. and
the CRA.

BACKGROUND:
The attached Resolution acknowledges a settlement agreement between Creative Ideas, Inc. ("Consultant") and
the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") for works performed during the
2007 event: This Joint is Jumpin'.
"This Joint is Jumpin' was a music event produced by BET Digital Networks, and sponsored by the City of Miami
and BlueCross BlueShield of Florida. The event was held in the redevelopment area from May 31, 2007 to June
2, 2007. The CRA offered support for this program by the issuance of a grant to BET Digital Networks, in an
amount not to exceed $100,000.
Consultant states that it performed works during the music event on the CRA's behalf. Under the terms of the
professional services agreement executed on December 28, 2007 between the CRA and Consultant
("Agreement"), the Consultant must submit a proposal, for approval, describing all works to be performed.' It
was the past position of the CRA that the Consultant did not submit a proposal to the CRA prior to its works at
the music event. Currently, all funds authorized under the Agreement ($50,000) have been exhausted.
Consultant has submitted invoices, totaling $20,323.79, for its works performed during the music event. In an
effort to settle all disputes, Consultant and the CRA agreed that the work did confer a benefit upon the
Southeast Overtown/Park West redevelopment area. It was further agreed that the work be valued at an
amount not to exceed $9,800.
As part of the effort to settle all disputes, the Consultant and CRA further agreed that the Executive Director will
present the attached Resolution for the Board's consideration, thereby giving Consultant an opportunity to justify
compensation for the work performed.
FUNDING: $9,800 from SEOPW Tax Increment Fund, "Professional Services," Account Code No.
10050.920101.531000.0000.00000.

5. Proposal: Prior to performing work under this agreement, the [Consultant] shall submit a
proposal detailing the work to be performed, the time for performance, the deliverables to be provided
and an itemized budget. The Executive Director shall sign off on the proposal prior to commencement of
work and the [Consultant] shall not exceed the allowable budget without prior approval of the Executive
Director.
