A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE SOUTHEAST
OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY
AUTHORIZING EXPENDITURES AND GRANTS, IN A TOTAL AMOUNT NOT TO
EXCEED $250,000, IN SUPPORT OF THE FILM, MEDIA ENTERTAINMENT, AND
FILM -SUPPORT BUSINESSES WITHIN THE REDEVELOPMENT AREA;
PROVIDING THAT ANY EXPENDITURE OR GRANT IN EXCESS OF $4,500 BE
BROUGHT TO THE BOARD FOR APPROVAL OR RATIFICATION; AUTHORIZING
THE EXECUTIVE DIRECTOR TO DISBURSE FUNDS, AT HIS DISCRETION, ON A
REIMBURSEMENT BASIS OR DIRECTLY TO SUB -GRANTEES AND VENDORS,
UPON PRESENTATION OF INVOICES AND SATISFACTORY DOCUMENTATION;
FURTHER AUTHORIZING THE EXECUTION OF ALL DOCUMENTS NECESSARY
FOR SAID PURPOSE, IN A FORM ACCEPTABLE TO GENERAL COUNSEL;
ALLOCATING FUNDS FROM SEOPW TAX INCREMENT FUND, "OTHER GRANTS
AND AIDS," ACCOUNT CODE NO. 10050.920101.883000.0000.00000.
WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") is
responsible for carrying out community redevelopment activities and projects within its Redevelopment
Area in accordance with its approved Redevelopment Plan; and
WHEREAS, Section 2, Goal 2/Principle 6, at pages 11 and 15, of the 2009 Southeast
Overtown/Park West Redevelopment Plan lists "[e]xpanding the tax base through the use of Smart
Growth planning principles," and the promotion of local businesses, as stated redevelopment goals;
and
WHEREAS, Section 2, Goal 4/Principle 4, at pages 11 and 14, of the 2009 Southeast
Overtown/Park West Redevelopment Plan lists the "[creation of] jobs within the community," and
providing "variety in employment opportunities," as stated redevelopment goals; and
WHEREAS, Section 2, Goal 5, at page 11, of the 2009 Southeast Overtown/Park West
Redevelopment Plan lists the "[p]romotion and marketing of the community," as a stated
redevelopment goal; and
WHEREAS, the CRA seeks to develop the Redevelopment Area as an attractive location for
those professionals and entities involved in the film, media entertainment, and film -support
businesses; and
WHEREAS, the Redevelopment Area offers a diverse landscape featuring several distinct
entertainment districts within close proximity to the downtown area; and
WHEREAS, the Board of Commissioners wishes to authorize expenditures and grants, in a
total amount not to exceed $250,000, in support of the film, media entertainment, and film -support
businesses within the Southeast Overtown/Park West redevelopment area;

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE
SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY
OF MIAMI, FLORIDA:
GaoUon 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference and incorporated herein as if fully set forth in this Section.
Section 2. Expenditures and g[ants, in o total amount not to exceed $250.000. in support of the
film, media entertainment, and film -support businesses within the Redevelopment Area, providing that
any grant in excess of$4.5OO be brought tothe Board for approval or ratification, is authorized.
Section 3. The Executive Director is authorized to disburse fUndo, at his discreUon, on a
reimbursement basis or directly to sub -grantee and xendora. Upon presentation of invoices and
satisfactory documentation.
Gootion4. The Executive Director is authorized to execute all documents necessary for said
purpose, in a form acceptable to General Counsel.
Section 5. Funding 10 be allocated from GEOPVV Tau Increment Fund. "Other Grants and
Aido."Account Code No. 1OO5O.82O1O1.8O3OOO.00OO.00OOO.
Section 6. This resolution shall become effective immediately upon its adoption.
