Dear Jim:
Thank you for the opportunity to propose terms for Doug Bruce & Associates to continue
to provide legislative and intergovernmental services to the Southeast Overtown/Park West and
Omni Community Redevelopment Agencies ("CRA").
We value the opportunity to provide successful lobbying services to the citizens and
businesses within the CRA. Among others, these have included legal sanction for the City's
parking surcharge, protective and enabling language added to Community Development Law,
securing legislative funding for storm water projects and representing the CRA's agenda to the
local delegation and to state government leaders.
While the Legislature's Community Budget Issue Request process was unavailable for
the past two years, we were successful in creating opportunities for the CRA in other ways. We
were instrumental in adding the Local Government Distressed Area Grant Program as a
component to the "Jobs" bill. This provides $3 million in $50,000 matching grants to attract new
businesses and employers to economically distressed areas. Additionally, we were supportive in
obtaining the Entertainment industry Tax Credit Incentive Program, which provides $242 million
in tax credits to qualifying projects over the next five (5) years.
We have arranged meetings with senior enforcement officials of the Division of Alcohol
and Tobacco of the Florida Department of Business and Professional Regulation to facilitate
coordination between state and local law enforcement personnel to address illegal criminal
activity within the area, including drug trafficking and illegal alcohol and tobacco sales.

Furthermore, we arranged meetings with top Miami -Dade School District personnel to
discuss improvements to the historic Frederick Douglass Elementary School. These ongoing
discussions are proving constructive as the District seeks to unify underutilized schools in the
downtown area, and transfer district owned property to the CRA for use and coordination of
adult job training for area residents.
We will continue to work with the Board, staff, and Florida Division of Alcoholic
Beverages and Tobacco and our local authorities to realize improvements to the general safety of
the area. Additionally, we will coordinate with staff, local residents and investors and the
Governor's Office of Tourism, Trade, and Economic Development to access the recently adopted
economic incentives to provide business and employment opportunities for its residents and the
revitalization of this important part of the City of Miami. Also, we will continue to seek
appropriate funding and grant sources through state administrative agencies and the Legislature.
We are very proud of our record of success working on behalf of the CRA and to have
such a meaningful opportunity to make positive impacts to the area.
We are available and glad to meet with individual board members in setting the
legislative and governmental relations agenda for the Miami community redevelopment areas.
Doug Bruce & Associates will continue to provide legislative and governmental
consulting services at the current fee level of $57,600 per year, plus expenses subject to prior
approval.
