Villacort Executive Director; Date: May 11, 2010 File: 10-00616 Subject: Resolution Ratifying Submission of Bid and Authorizing Purchase of the Property at 29 N.W. 13th Street, Miami, Florida. References: Enclosures: Supporting Documentation; Legislation BACKGROUND: It is recommended that the Board of Commissioners of the Omni Redevelopment District Community Redevelopment Agency ("CRA") approve and adopt the attached Resolution ratifying the CRA's bid response of $3,100,101 to the Miami -Dade School Board's RFB No. 038-KK10 for the purchase of the property at 29 N.W. 13th Street, Miami, Florida; authoring the expenditure of funds, in an amount not to exceed $50,000, for environmental inspections; and authorizing the purchase of said property for an amount not to exceed $3,100,101, plus customary closing costs, adjustments, and prorations. On April 20, 2010, the School Board issued a Request for Bids ("RFB") for the purchase of a three -acre site within the Omni Redevelopment Area at 29 N.W. 13th Street, Miami, Florida. The RFB required all bids be submitted no later than May 11, 2010. The School Board expects to announce the successful bidder on or before May 13, 2010. At the direction of the Omni CRA Board Chair, the CRA submitted a bid on May 11, 2010 in response to the RFB, in the amount of $3,100,101. If the CRA is chosen as the successful bidder, the execution of a Due Diligence Agreement and the issuance of a good faith deposit of $310,010.10 will be required no later than May 18, 2010. Subject to School Board approval and CRA due diligence, the closing shall be held on or before June 30, 2010. The Omni Area Redevelopment Plan contemplates that this property be developed as a parking garage for the Media/Entertainment District, and include a mixed -use component such as street level retail/entertainment uses, offices, and possibly an educational component. The CRA has also explored the possibility of redeveloping the property as a film production studio in keeping with the Area's designation as a media/entertainment district. JUSTIFICATION: Section 4.4.5, at page 52, of the 2009 Omni Area Redevelopment Plan proposes the use of School Board owned vacant or unimproved properties for mixed -use parking facilities which would serve the Media/Entertainment District and the Performing Arts Center. Section 4.4, D., at page 42, of the 2009 Omni Area Redevelopment Plan lists "[the] eliminat[ion] [of] conditions which contribute to blight," as a stated redevelopment objective. This Resolution carries out these objectives. FUNDING: $3,150,101 from Omni Tax Increment Fund, "Purchase Land," Account Code No. 10040.920101.662000.0000.00000.
